Statement of Work 601 Riverfront Drive, Headquarters Building Conference Room Audio Visual System Replacement

601 Riverfront Drive Omaha, NE 68022

Summary The National Park Service, Midwest Regional Office requires replacement of the audio, visual, and teleconferencing systems installed at the headquarters building in Omaha Nebraska. Under the scope of the contract, the vendor will replace the audio, visual, and teleconferencing equipment providing service to three medium sized conference rooms located in the Midwest Regional Office. The equipment servicing this facility includes but is not limited to, ceiling mounted digital projectors, motorized projection screens, high-sensitivity microphone arrays, wall/ceiling mounted speakers, and the associated controllers, amplifiers, and mixers required to coordinate the individual components. Upon completion of the contract, newly installed systems will provide all capabilities specified in the body of this document and the local technical staff identified by the National Park Service will be provided training on equipment operation.

All equipment and supporting infrastructure installed as part of the contracted work must be installed using methods compliant with the applicable standards and regulations cited in the statement of work. Assuring compliance with the cited standards is the responsibility of the contractor. All cabling and equipment installed under the scope of this contract will be labeled and its purpose clearly identified in operating instructions provided at the conclusion of the contract. A set of simplified operating instructions will be published and provided by the contractor in both printed and digital (PDF format) forms. The manufacturer’s operating instructions will not suffice for this criteria. Upon completion of the contract, all areas impacted by the installation must be cleaned by the contractor in order to remove any materials left by the work. Full functionality of all newly installed equipment and systems will be verified with the assigned contract COR.

The headquarters building of the Midwest Region of the National Park service has three conjoined conference rooms located on the first floor of the GSA owned facility located at 601 Riverfront Drive in Omaha Nebraska. Conference rooms are separated by collapsible, track mounted dividing walls. Each conference room is equipped with surface mounted audio speakers, a digital projector, motorized projection screen(s), and a wireless presentation microphone system. Each conference room audio visual system can operate independently or as a single system with audio and video systems synchronized across all three spaces. The conference room closest to the visitor lobby also includes a fourth ceiling mounted projector system to allow use of the room in a secondary orientation. This system is can also be synced to other projection systems.

All electronic systems supporting the conference rooms are installed in an audio visual equipment space located between the central conference room and the first floor hallway. The space is equipped with two, free standing, two-post, 19” equipment racks. All equipment related to the conference systems are mounted in these racks with the exception of a central presentation podium and computer located in a rolling mobile podium. The rolling mobile podium includes a Dell 9030 All-In-One PC running the Windows 8.1 operating system. The PC is equipped with a touch screen monitor. The workstation provides HDMI, Display Port, and audio output (3.5 MM stereo TRS). The workstation has multiple USB 3.0 ports available.

Digital video and audio input panels are located in recessed floor boxes located in the front of each conference room space. The mobile presentation podium can be connected to any of the three input boxes. The current wireless microphone system utilizes lapel and hand-held digital microphones.

Required Equipment

1. The contractor will procure and replace 4 EA ceiling mounted projectors. The new projectors must support a minimum native resolution of 1920x1080 (1080P). All associated cabling providing connectivity to the projectors must terminated in the audio/visual equipment space. All cabling connecting the projectors must be installed in conduit or cable tray. The projectors must be capable of both digital and analog input from sources including HDMI, DVI, and VGA.

2. The contractor will procure and install a minimum of 6 EA video conferencing cameras providing full high definition 1920x1080 (FHD) resolution. All cameras must provide pan, tilt, and zoom (PTZ) functionality. One video conferencing camera must be attached to a fixed camera mount in a location providing optimal capture of the presentation area in each of the three conference rooms. In the conference room allowing for multiple orientations, video coverage can be achieved through utilization of the PTZ function or through the installation of an additional camera. All camera outputs must be accessible to the presenter in each conference room. All camera outputs must accessible to the presentation podium when the conference system is being used in a conjoined fashion. All equipment required to provide multi-room, multi-system functionality will be procured and installed as a subcomponent of this requirement.

3. The contractor will procure and install wall or ceiling mounted speakers capable of providing high fidelity audio in each of the three conference rooms. The speakers must be configured in zones to allow each conference room to operate independently and as a single presentation area. The speakers must be of sufficient quantity to provide even audio coverage in each of the three conference areas.

4. The contractor will procure, install, and calibrate ceiling mounted microphones or microphone arrays capable of providing coverage to the audience area in each of the three conference rooms independently. The microphones or microphone arrays must be able to operate in a converged mode when the conference rooms are used as a single presentation area. The microphones must be permanently mounted to the ceiling or walls and must be calibrated for best performance before completion of the contract.

5. The contractor will procure, install, and calibrate 2 EA wireless personal microphone systems per-room (6 EA total) to be used by the presenter or presenters. All wireless personal microphones must utilize rechargeable powers supplies. The microphones must implement noise cancellation technology and must produce high quality voice output for use in teleconferencing and presentation recording. When the conference rooms are operating in a joined configuration, there must be a minimum of 2 EA microphones that can be simultaneously used for presentation.

6. A permanently installed Windows workstation may be required to provide the functionality specified in this statement of work. If required, the workstation must be rack mounted. The workstation will be provided to the customer at the beginning of the contract performance period to have the operating system configured. Any workstation installed as part of the contract must have manufacturer driver support for Windows 10 and include a 5yr next business day parts and labor warranty.

7. The contractor will procure and install an ANSI/TIA/EIA-607 compliant telecommunications main grounding busbar (TMGB) in the AV equipment room. The contractor will establish a grounding path to an existing, or new building ground. The contractor will procure and install an ANSI/TIA/EIA-607 compliant telecommunications grounding busbar (TGB) for each of the equipment racks located in the AV equipment room. The contractor will procure and install all necessary grounding lugs, adapters, and cabling required to provide equipment grounding.

Note: Procurement of additional equipment required to provide the functionality specified within the scope of this contract is the responsibility of the selected contractor. The customer is relying on the technical expertise of the contractor to procure any hardware required to meet the functional requirements of the contract.

Required Functionality Note: Each capability listed in the specifications below must be functional in both the individual and conjoined conference room functionality. Functionality relying on output from a unique component of the multimedia system (Ex. Apple TV, MiraCast, WiDi adapter) may be constrained to single instance functionality.

1. The audio/visual system must be capable of accepting input using the Intel Wireless Display protocol. This functionality can be provided by a unique hardware device (Intel WiDi receiver) or as part of a unified conferencing platform.

2. The audio/visual system must be capable of accepting input using the Apple AirPlay protocol. This functionality can be provided by a unique hardware device (Apple TV) or as part of a unified conferencing platform.

3. The audio/visual system must be capable of accepting input using the Miracast protocol. This functionality can be provided by a unique hardware device (Belkin Miracast, Microsoft Wireless Adapter) or as part of a unified conferencing platform.

4. The audio/visual system must provide DVD and Blue Ray playback functionality. Playback must be supported at a minimum native resolution of 1080P.

5. The audio/visual system must allow presenters to connect wirelessly to the installed video projection and audio systems from a device running Windows 7 Enterprise 64-bit, Windows 8.1 Enterprise 64-bit, Windows 10 Enterprise 64-bit, or Apple IOS 9.0 or greater. Wireless video transmission must support up to the projector’s native resolution of 1920x1080 (1080P).

6. Each of the 4 EA recessed floor enclosures must be updated to accept HDMI, VGA, and stereo audio (3.5 MM stereo TRS) input. The floor boxes should also include any connectivity interfaces (USB) required to utilize the camera and microphone systems.

7. The mobile podium presentation workstation (customer provided) must be able to utilize the installed teleconferencing video cameras to participate in Cisco Webex, Citrix GoToMeeting, Microsoft Skype for Business, Google Hangouts, and Polycom Real Presence web conferencing platforms.

8. The installed audio visual systems must be optimized for use in video teleconferencing applications. Installed video, and audio capture devices must be able to provide input for use with the Cisco Webex, Citrix GoToMeeting, Microsoft Skype for Business, Google Hangouts, and Polycom Real Presence teleconferencing platforms when run on a workstation running Windows 7 Enterprise 64-bit, Windows 8.1 Enterprise 64-bit, or Windows 10 Enterprise 64-bit. The installed speaker system must be able to be used for audio output from a tablet device running Apple IOS 9.0+, Microsoft Windows 8.1 Enterprise 64-bit, and Windows 10 Enterprise 64-bit.

9. The ceiling mounted microphone arrays and presenter microphones must be able to interface with the podium workstation and be independently selectable as an audio input device for use in video teleconferencing and VOIP applications. The microphone input device must be compatible with Windows 7 Enterprise 64-bit, Windows 8.1 Enterprise 64-bit, and Windows 10 Enterprise 64-bit.

10. The 4 EA ceiling mounted projectors must be able to operate as independent display devices and as a single mirrored display device when selected. This function must be available both to the podium work station and to devices connected using any of the floor mounted input boxes.

11. Each conference room must be independently selectable as an audio zone with input coming from the podium workstation or an input device connected using any of the floor mounted input boxes. All three conference room audio zones must be able to be combined into a single zone accepting input from the podium workstation or an input device connected using any of the floor mounted input boxes.

12. Each conference room must be able to act independently as a stand-alone conference room and be joined into a single conference room configuration. All input sources must be able to be mirrored across all projection and audio zones. Input sources can be limited to a single room while operating independently.

13. Each conference room must be equipped with an independent controller that include pre-configured presentation modes and control of attached multimedia devices. Functionality must include but is not limited to: selection of an input source, power on/off functionality of the projectors, volume control of audio, sensitivity control of microphone arrays, extension and retraction of motorized projection screens, power on/off functionality of the room lighting, adjustment of camera PTZ functionality. The controller must be portable and wireless.

14. Each conference room must be equipped with a presentation remote that provides a red laser pointer and slide change capabilities. The presentation remote must be compatible with Windows 7 Enterprise 64-bit, Windows 8.1 Enterprise 64-bit, and Windows 10 Enterprise 64-bit.

15. The installed audio visual system must be capable of performing both incoming and outgoing voice calls. Phone functionality must be able to utilize the audio visual system’s microphones, presenter microphones, and overhead speaker systems to conduct calls. The customer will supply three analog lines for this functionality.

Assistive Functionality (Section 508)

1. The installed audio visual system must include a minimum of three assisted listening devices. The assisted listening devices must draw audio input from the current active audio source of the conference room audio visual system. The assisted listening devices must be wireless. The assisted listening devices must utilized rechargeable batteries.

2. The installed audio visual system must include a permanently installed induction loop system or a minimum of three personal induction loop devices (neck loops) for providing input to hearing impaired assistive devices (hearing aids). The induction loop system must draw audio input from the current active audio source of the conference room audio visual system.

3. The installed audio visual system must support closed captioning functionality for connected devices that provide captioning services (DVD/Blue Ray, Etc.).

4. All controller devices must be mounted and accessible using the guidelines provided in Section 508 Amendment to the Rehabilitation Act of 1973.

Other Requirements

1. Multimedia devices supporting the transmission of video from a network source must be connected to the customer’s local area network (LAN) using Cat-6a. Devices that rely on wireless connectivity can be connected to a customer provided wireless network. The contractor must work in conjunction with local network administrators to assign IPv4 addresses to each piece of network connected equipment. The IP address, MAC address, manufacturer name, and model must be recorded by the contractor and included as a section of the as-built documentation.

2. The contractor must install 2 each Category 6a UTP Ethernet cables to 4 EA ceiling mounted wireless network access point enclosures. Each cable run will be terminated to Category 6a rates keystone jacks and then securely mounted in the wireless access point enclosure housing. The cable must originate from a Category 6a rated cross patch panel supplied by the contractor and installed in the customer provided post rack in the audio visual equipment room.

3. The contractor will install 1 EA customer provided wireless access points. The single access point must be installed in a ceiling mounted enclosure to be provided by the customer. The contractor will install 2EA Category 6a UTP Ethernet cables to supply the enclosure with connectivity. Each cable run will be terminated to Category 6a rates keystone jacks and then securely mounted in the wireless access point enclosure housing. The cable must originate from a Category 6a rated cross patch panel supplied by the contractor and installed in the customer provided post rack in the audio visual equipment room. The access point location on the ceiling will be specified at time of installation by the customer. Access points must be installed in an orientation supported by the manufacturer’s specifications.

4. The contractor must ensure that all devices that rely on device firmware for operation are updated with the latest revision of the firmware available on the final day of contractor closeout. The installed firmware version and manufacturer support contact must be included as a section of the as-built documentation to the customer.

Cabling Installation

· All cabling infrastructure supporting audio and visual systems must be mounted in cable tray, cable raceway, or in enclosed electrical conduit. Any cable installed in enclosed electrical conduit must be installed within plenum-rated cable innerduct. All conduit pathways must include a minimum of a single pull tape or rope spanning the entire length of continuous sections. No cable pathway must have an initial conduit fill ratio exceeding 40% as calculated using the methods listed in BICSI Telecommunications Distribution Methods Manual (TDMM), 13th edition.

· All low voltage communications cabling used for the transmission of LAN data must meet the requirements of ANSI/TIA-568-C.1.

· All Ethernet cables run under the scope of the project must be terminated in the audio visual equipment room in a cross connect panel rated for category 6a Ethernet performance standards. Each termination in the cross connect panel must be labeled with the device/destination of the corresponding cable run.

· The contractor is responsible for assessing potential electromagnetic interference (EMI) caused by installed facility systems. Based on the contractor assessment, the use of shielded cable or other EMI mitigation methods may be required.

Support and Warranty Requirements

· The contractor must provide two initial on-site customer instruction classes on the operation and maintenance of all equipment installed during completion of the contract. These classes must be provided within the first month after completion of the installation.

· The contractor must provide one initial year of support and service as part of the contract award. Support and service includes completion of all hardware warranty replacements, on-site troubleshooting of component and/or functionality failures, reconfiguration of components and software according the customer’s request, and periodic updates and service required to maintain subcomponents of the audio visual system.

· Service and support must be available between the hours of 7AM Central Time to 7PM Central Time, Monday-Friday excluding federal holidays. Next business day service is expected for on-site support. Emergency support must be available on Saturdays.

· The contractor must provide an on-site bi-annual training on the operation of the audio visual equipment. These trainings will be booked on the request of the customer. The customer will provide a minimum of a two week lead time for scheduling of the training.

Support and Warranty Option

· In addition to an initial year of support provided under the award, the contractor may provide the customer the option to purchase up to 4 additional years of the support services outlined in the previous section. This option should be quoted in single year increments for each consecutive year.

Customer Provided Equipment The customer will provide the following components related to the installation of audio visual equipment within the facility.

· 5 EA Ceiling mounted wireless access point enclosures

· 5 EA Wireless network access points

· 2 EA Standard 19” 2 post telecommunications rack (optional use)

· 1 EA Uninterruptible battery backup

Telecommunications Standards Compliance

· Any new low voltage communication wires installed to support audio and visual systems must meet ANSI/TIA/EIA 568-B.2-1 Commercial Building Telecommunications Cabling Standards for category 6 or greater cabling.

· All low voltage cable must meet the manufacturer’s minimum standard for the specified transmission rates.

· All metallic and nonmetallic cable tray or conduit installations must comply with National Electric Code (NEC).

· All new horizontal cable runs exterior to a wall must be installed into metallic communications conduit meeting ANSI/TIA-569-B-2004, Commercial Building Standard for Telecommunications Pathways and Spaces, Section 8.8.2.3. Cable fill ratios in any new communications conduit shall not exceed 40%.

· All low voltage and line power installations must comply with National Electric Code (NEC).

· All equipment providing electrical grounding provisions will be grounded in accordance with ANSI/TIA/EIA-607. All equipment mounting racks will be properly bonded and grounded in accordance with ANSI/TIA/EIA-607. All metallic cable tray, raceway, or conduit will be bonded and grounded in accordance with ANSI/TIA/EIA-607.

Documentation

· The Contractor shall develop as-built information, including scaled as-built drawings, manufacturer’s installation, operational, and troubleshooting documents, material cut sheets, and all other records required for the life cycle operation, support, and maintenance of installed products.

· As-built documentation will be submitted to the customer in printed form and electronically as an editable Microsoft Word (2010 or greater), Adobe PDF, or Microsoft Visio (2010 or greater) document.

Schedule

· The Contractor shall develop, submit to the customer, and maintain a project schedule identifying all significant milestones and major tasks, and shall update this schedule in writing, providing copies of the update to the customer, within 5 days of identifying any changes to this schedule. The project schedule shall be marked and identified clearly with the contract number, original date, and any revision number and date, and the name and signature of the responsible contractor representative.

Contractor Worksite Maintenance and Cleanup

· The Contractor shall keep the work areas free from accumulation of waste material and rubbish. All recyclable waste materials shall be separated and disposed of at an appropriate recycling facility. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.

Construction Timeline All work completed in the scope of this contract must be completed within the construction period provided below. As part of the proposal, the contractor must furnish a construction timeline that includes all proposed construction times to include any work to be completed by subcontractors or third-party venders. The contractor should make every effort to keep all construction within a two to three week continuous period. The contractor must include times and dates in which the proposed construction will happen to allow the customer to arrange for building access.

Available Construction Period Start Time: no sooner than September 19, 2016 and no later than October 31, 2016. .
