P16PS00741 Q&A Administrative History-LECL Page 2 of 2 Q: The SOW seems to call for a final report that is formatted for publication. Specifically the SOW calls for “appropriate maps and other figures within the narrative.” In my experience, Microsoft Word is not really a desktop publishing program; that is, it is difficult and time-consuming to place images with text in Microsoft Word. Would it be acceptable to provide the draft report and final report using a desktop publishing program such as Adobe InDesign?

A: No.

Q: In addition to the final draft being provided by the contractor in camera-ready, unbound format, the SOW asks for “separately perfect-bound copies.” How many perfect-bound copies are required?

A: 100.

Q: The SOW calls for a listing of past and present Trail personnel. Does this include all personnel at all levels?

A: Yes.

Q: The SOW calls for in-person oral history interviews, to be conducted in 18 locations scattered from Astoria, Oregon, to Washington, DC. Conducting in-person interviews will add considerably to the cost of the project. I believe it essential to conduct interviews with tribal leaders face-to-face. However, I believe interviews with current and retired NPS staff could be satisfactorily conducted by telephone, with the use of digital recording software and, of course, the preparation of full transcripts.

My question: would a proposal incorporating some telephone oral history interviews be considered? Or would such a proposal be rejected as noncompliant with the SOW?

A: No. Yes.

Q: What is the anticipated length of the final manuscript?

A: However long it takes to fulfill all the requirements of the SOW.

Q: On page 6: “The project shall be completed within twenty (30) months of contract initiation.” Could you provide clarification on the expected timeline to completion?

A: The awardee has 24 months (2 years) from the time the contract is awarded to complete the project.

Q: What is the current state of testimony presented at hearings – transcripts or recordings?

A: Transcripts.

Q: Approximately how large is the collection of testimony? For example, are there annual reports from NHT management, especially during the development period?

A: This is something the researcher will have to determine. While it is likely there are annual reports once a park superintendent and staff were in place, analysis of letters, memoranda, and other documents in park files are to be thoroughly examined and synthesized.

Q: Are administrative documents concerning decisions related to the NHT archived and catalogued at NPS? Or are they filed at many different sites?

A: At NPS, NHT records are not archived and catalogued. Operating files are at park headquarters in Omaha, Nebraska.

Q: Is it expected that the contractor will conduct research in the WASO, Harpers Ferry Center, and/or the Denver Service Center, or will all the records needed to prepare the administrative history (other than the oral history interviews) be located in Omaha and the Federal Records Center in Lenaxa?

A: Contractor will be expected to contact all NPS headquarters and service centers to determine holdings of NHT-related records. Most, if not all, park-related reports and drawings are digitized and available electronically through e-TIC at the Denver Service Center.

Q: Is the requirement for 22 or 23 oral histories? If 23, please supply info on the 23rd interviewee.

A: 22
