PRE-SOLICITATION ANNOUNCEMENT

GULF ISLANDS NATIONAL PARK

REPLACE LIFT STATION PUMPS

SYNOPSIS OF PROPOSED CONTRACT ACTION: The National Park Service, Gulf Islands National Seashore intends to solicit competitive offers from Small Businesses to furnish all labor, material, tools, supervision and equipment necessary for the removal, disposal and replacement of lift station grinder pumps and retrofit control box at fifteen (15) sites in the Fort Pickens Area. The site of work is situated on a coastal barrier island a few miles west of Pensacola Beach in Northwest Florida. Estimated price range is between $25,000 and $100,000. Contract duration is 90 days from Notice To Proceed. Anticipated period of performance is August 3, 2015 through October 31, 2015. This is a pre-solicitation notice synopsized through the GPE which may be accessed via the Internet at http://www.fedbizopps.gov. The primary purposes of the notice are to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities.

PUBLICIZING AND RESPONSE TIME: The notice must be published at least 15 days before issuance of a solicitation. A solicitation response time from the date of issuance of a solicitation should afford potential offerors a reasonable opportunity to respond to the proposed contract action. The solicitation will be released to the public on or about July 6, 2015, however the exact date and time for receipt of bids or proposals will be specified in the solicitation. A paper copy of the solicitation will NOT be issued. All associated files will be posted electronically and can be access at www.fedconnect.net. The entire solicitation package will be in any combination of Microsoft Word, HTML or Adobe PDF. Specifications and drawings, if applicable, will be available in Adobe PDF format. All documentation may be access for viewing/download from FedConnect at no charge. Response due date will be approximately 15 days from the date of posting of the solicitation. The Government reserves the right to cancel this announcement and/or the solicitation. All offers timely submitted from eligible sources will be considered.

TOTAL SMALL BUSINESS SET-ASIDES. This acquisition is reserved exclusively for small business concerns. The assigned North American Industry Classification System (NAICS) code is 237110, and the corresponding Small Business Size Standard is $36.5. Offers received from concerns that are not small business shall be considered non-responsive and rejected from consideration. If a responsive small business lacks certain elements of responsibility, the contracting officer shall comply with the procedures in Subpart 19.6—Certificates of Competency and Determinations of Responsibility.

TYPE OF PROCUREMENT: This acquisition is being conducted in accordance with FAR PART 13— SIMPLIFIED ACQUISITION PROCEDURES, and any appropriate combination of the procedures in Parts 13, 14, 15, 35, or 36. A single, firm-fixed-price construction contract is anticipated.

BASIS OF AWARD: After preliminary consideration of all quotations or offers timely received, an evaluation based only on price and past performance will deem whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers.

REQUIRED REGISTRATION: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. SAM is available via https://www.

www.sam.gov. Contractors debarred, suspended, or proposed for debarment are excluded from receiving contracts. Contractors included in SAM Exclusions as having been declared ineligible on the basis of statutory or other regulatory procedures are excluded from receiving contracts, and if applicable, subcontracts.
