Performance Work Statement

A. General Information Project Title: Simulating the Fate and Transport of Phosphorus using the Mike Modeling System

1. Background:

Staff at the South Florida Natural Resources Center, at Everglades National Park (ENP) has developed a hydrologic simulation model of Everglades National Park and the surrounding area. The model is based on the DHI MIKE suite of hydrologic simulation modules including MIKE SHE and MIKE11. The model of Everglades National Park, referred to as M3ENP, has been calibrated for the period 1987 through 2010 and includes the relevant hydrologic processes including structural operations in the surrounding canal system. In addition to conventional hydrologic processes, basic solute transport processes of advection and dispersion have also been parameterized for the M3ENP model. This project is intended to expand the solute transport capability of the model by adding the Mike Ecolab module to comprehensively simulate the fate and transport of water quality parameters.

2. Purpose and Objective:

The purpose of this project is to develop a water quality simulation tool that can predict the fate and transport of reactive water quality parameters, particularly Phosphorus, given alternative water management scenarios.

The objective is develop an Ecolab template consistent with the existing M3ENP hydrologic model that is able to represent all of the relevant Phosphorus cycling processes including adsorption, desorption, inorganic/organic conversion, dissolution, precipitation, plant uptake as well as soil and groundwater interactions. In addition, general support for operations of the Mike 11 module and Mike SHE module will be expected.

3. Type of Contract Contemplated: This will be a firm, fixed price contract.

4. Period of Performance: This contract is for three (3) years; a base year and four (2) option years:

· Base Year:August 01, 2015 - July 30, 2016
· Option 1:August 01, 2016 - July 30, 2017
· Option 2:August 01, 2017 – July 30, 2018

The exercise of any option year is contingent upon the availability of funds and the continued need for hydrologic modeling development and/or support.

B. CONTRACTOR REQUIREMENTS (Qualifications and Scope Of Work)

The contractor must have extensive experience using DHI’s Mike suite of hydrologic simulation tools and have an expert level of technical knowledge of hydrology and solute fate and transport processes including all relevant chemical, physical and biological processes.

The contractor will be expected to have expertise in simulating:

· Groundwater / Surface water interactions

· Everglades Wetland Hydrology

· Operational rules for gated spillways, culverts and pumps in the canal system with Mike11.

· The fate and transport of water quality constituents.

C. GOVERNMENT RESPONSIBILITIES

Government staff from the SFNRC will provide guidance to the contractor as necessary and provide timely review of all deliverables and invoice review.

D. Tasks and Deliverables The following tasks and deliverables are expected to fully satisfy the requirements of the contract:

Task 1: Data Collection Compile water quality data including total suspended solids, total phosphorus and other relevant parameters from the South Florida Water Management District, the Long Term Ecological Research Program, US Geological Survey as well as other available sources.

Deliverable The deliverable for this task is a formatted set of water quality data that is compatible with the SFNRC’s water quality database.

Required attributes include:

Station (location of collection) Water Quality Parameter CAS Number Lab Storet Number Lab Analysis Method Collection date Collection time concentration matrix minimum_detection_limit units

Task 2. Conceptual Framework for the fate and transport of Phosphorus

Review existing water quality models used in Everglades including the Dynamic Model for Storm Water Treatment Areas (DMSTA) and Everglades Landscape Model (ELM) to create the conceptual framework necessary to parameterize the Ecolab template for the M3ENP model. Simple box models may be needed to facilitate the parameterization.

Deliverable The deliverable for task 1 is a report summarizing the findings of the review and outlining the conceptual framework for parameterizing the Ecolab template.

Task 3. Develop the Ecolab Template for the M3ENP hydrologic data.

Using the results of the data collection task and the conceptual framework task, develop and parameterize an Ecolab template for the M3ENP Model. Conduct simulations to adequately calibrate the fate and transport model for phosphorus.

Deliverable:

The deliverable for this task is the set of files and data associated with the Ecolab template. In addition documentation is required to provide a user guide in linking the template with the M3ENP model and creating simulations.

Task 4. Provide support for implementing operational rules for gated spillways and pump stations in the model domain.

Deliverable:

Consultation on approaches to optimize the operations of the C-111 project pump stations, S357, S332B, S332C, S332D, S199 and S200 for the benefit of the resources of Everglades National Park.

CONTRACTOR EXPERIENCE REQUIREMENTS – KEY PERSONNEL

The contractor will provide resumes of key personnel proposed for the contract. It is expected that key personnel will be subject matter experts in the fields of hydrology, hydraulics, hydrologic and hydraulic modeling, and solute transport. In addition, the resumes should demonstrate extensive experience with DHI’s Mike suite of simulation tools.

F. PROPOSAL SUBMISSION INFORMATION

1. Proposal Submission:

All proposal submissions shall include three (3) separated sections:

Section 1: Technical Proposal (not to exceed 20 pages) - Technical proposal shall address the work to be accomplished in the statement of work and address the evaluation criteria listed in section M of this solicitation. The proposal must address, at a minimum, the following:

a) Experience in hydrologic and water quality simulation modeling, particularly in the use of DHI’s Mike suite of simulation tools.

b) Experience in implementing complex water management operations for gated spillways, culverts and pump stations in hydrologic simulation model, particularly the Mike 11 module;

d) Resumes of key personnel must be included.

Section 2: Cost Proposal- All contractors are required to use the attached excel spreadsheet to input hourly rate for this project. Hourly rate should be the loaded rate of the contractor which included profit, G&A etc. Spreadsheet should not be altered in anyway. Only hourly rates should be added in spreadsheet.

Section 3: Past Performance- The Government will conduct a Performance Risk assessment based on the quality, relevancy of the Offeror's past performance, as well as that of its major subcontractors as it relates to the probability of successful accomplishment of the project objectives. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature, size, and complexity to the services/products being procured under this solicitation.

These requirements include all aspects of schedule, performance and supportability, including the Offeror’s record of: 1) conforming to specification requirements and standards of good workmanship; 2) effectiveness of project management (to include use and control of subcontractors); 3) timeliness of performance for services and product deliverables, including the administrative aspects of performance; 4) effectiveness in forecasting and controlling project cost; 5) commitment to customer satisfaction and business-like concern for the interest of its customers; and, 6) overall satisfaction.

Offerors are cautioned that in conducting the Performance Risk assessment, the Government may use data provided in the Offerors proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems. Since the Government may not necessarily interview all of the sources provided by the Offerors, it is incumbent upon the Offerors to explain the relevance of the data provided. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proving low Performance Risk rests with the Offerors.
