B. The specifications will require installation of the system based on current code and manufacture requirements. The system shall meet site security requirements and shall transmit associated signals to the Dispatch Center at Mount Rushmore National Memorial Administration Building, utilizing the NPS network, through contractor provided control panels that integrates with Mount Rushmore.

C. In accordance with this SOW and the order, the Contractor shall provide all required site-specific, section 1.A of this SOW, information in the execution of the proposal.

D. Upon completion of the project, contractor will provide a complete system documentation to include component specification cut sheets, operations and maintenance manuals, and end user training to 8 appointed National Park Service personnel.

E. Existing conduit shall be used.

F. The complete Security and Access Control system shall be Federal Information Processing Standard (FIPS) compliant and shall meet the standards of Homeland Security Presidential Directive 12 (HSPD 12). HSPD 12 Scope A. Provide a complete-coverage, new, addressable security alarm/security system and access control system as required by the Task Order, applicable codes, and other project requirements.

B. The Contractor shall provide a complete NPS Owned Facility Security Level 3 facility compliant security system for the spaces as noted in Section 1A.

C. Where an existing system is installed, complete system replacement is required per this specification. Only existing conduit and devices listed below in section 1 may be reused if it meets specification and NEC requirements. All materials that are replaced must be removed by the contractor.

D. Contractor shall provide and integrate the replacement security and access control system with the NPS Owned UL listed alarm monitor and software (refer to I of this section). The integration shall ensure that there is full monitoring and control through the software’s graphical user interface (GUI) of all security devices and access control devices.

E. The GUI shall have facility maps and devices overlaid on the maps in order to provide one click use of devices in the facilities. The contractor shall provide a PC capable of running the NPS provided software and HDMI outputs, and also a 50” HD monitor for viewing the software. The system also needs to integrate into a push button access from dispatch for three entry points, the admin gate, the admin front door, and studio gate.

F. The Contractor shall provide any necessary software/hardware enhancements to the NPS owned software to support the new infrastructure. The enhancements include, but are not limited to: Intrusion Interface, Photo ID, Receiver Option, and reader add on module. The contractor shall also provide a badge printer kit that works with the FIPS compliant card readers so that the park can issue temporary badges to employees or concession contractors.

G. Contractor shall exercise “good engineering judgment” to design a user-friendly system and minimize the use of multiple power supplies and control units and not compromise recognized codes or manufacture requirements. Contractor provided backup battery supply shall be provided to each unit of the system.

H. No deviations from this SOW shall be made without written authorization from the Contracting Officer. All recommendations are required to be discussed with the project’s contracting officer’s representative (COR).

I. The system shall report all related security alerts to Mount Rushmore’s designated monitoring system, Lenel OnGuard 7.0, Bosch D6600, and Milestone X Protect Corporate.

J. Contractor will work with the IT Specialist and Electronics Technician for access to both the facilities, and the NPS Network. Contractor will not access the NPS networks without either the NPS IT Specialist or Electronics Technician present.
