Fort Funston/Coastal Trail Asphalt overlay project P15PS00829 National Park Service, Golden Gate National Rec Area
1.0 Background
Fort Funston is a highly visited area of Golden Gate National Recreation Area. The Coastal Trail leading out of the southwest corner of the main parking area is the only Fort Funston trail that is paved, making it the only option in the area for our mobility impaired users. Due to age, wear, and exposure to the elements, the current path surface has developed cracks and buckles that leave the trail difficult for some of our visitors to use. Eroding edges of the current pathway have created drop-off points and tripping hazards for the regular users that frequent the site.
The project will reinforce the edges of the pathway and widen it to 8’. After wall edging and grade preparation has been completed (performed by NPS Trails staff) the successful contractor shall perform a 2-4” asphalt (average of 3”) overlay to the existing trail. The improvements that are intended with this project will provide an Architectural Barriers Act Accessibility Standard (ABAAS), smooth, easily traveled pathway, reduce running grades, and provide accessibility that will be suitable for all visitors.
2.0 Scope
2.0.1. Contractor shall install 15,300 square feet/ 1800’l, X 8.5’w, X 3-4” average asphalt overlay (with tack oil) of the Coastal Trail at Fort Funston. Approximately 700’l.f. will be laid on newly prepped/constructed base (mayacama red) rock surfaces. Asphalt will vary in thickness to meet specs provided by the project manager and to adjust current surface condition to (ABASS) standards for surface cross slope and running grade
2.0.2. Asphalt overlay shall be installed within an 8-9’ wide dry laid stone wall (constructed by the N.P.S.) and shall include 2 bench areas approximately 20’ X 15” or totaling 600 sq.
3.0 Objectives
3.0.1 NPS trail crew will construct an elevated stone causeway and prep the area for a contractor to install an asphalt overlay to the existing and prepared surface on the Coastal trail at Golden Gate National Recreation Area: Fort Funston, San Francisco CA with the end goal of bringing the trail to the (ABAAS) Standard.
4.0 Tasks (general)
Contractor Shall:
4.0.1 Install 1800’l, X 8.5’w, X 3” average asphalt overlay (with tack oil) of the Coastal Trail at Fort Funston. Approximately 700’l.f. shall be laid on newly prepped/constructed base (mayacama red) rock surfaces. Asphalt will vary in thickness to meet specs (provided in Tasks 4.0.6, 4.0.7, and 4.0.8.) and to adjust current surface condition to (ABASS) standards for surface cross slope and running grade.
4.0.2 Clean, sweep and blow surfaces within a half hour before applying bituminous tack oil.
4.0.3 Ensure that all causeway wall stones, park structures, and natural areas outside causeway wall are covered with drop cloths to prevent overspray of bituminous tack oil
4.0.4 Apply water to prepared surface before applying bituminous tack oil.
4.0.5 Apply bituminous tack oil at industry standard temperature to existing asphalt and pre-prepped surfaces before laying asphalt.
4.0.6 Install a 1.5” to 2” asphalt leveling course to reduce surface variations in existing asphalt surface.
4.0.7 Apply a second application of bituminous tack oil at industry standard temperature in between lifts (4.0.6. and 4.0.8.)
4.0.8 Install a finishing asphalt course equaling 1.5” to 2” in thickness as final surface layer consistent with ABAAS standard.
4.0.9 Deliver the approximate amount needed the asphalt overlay of the project totaling 200 cy (before compaction) to produce an overall average of a 3.5” surface overlay.
4.0.10 Overall compacted asphalt thickness may vary from 3” to 4” dependent upon imperfections in the existing trail with the end/finished result within ABAAS Standards.
4.0.11 Asphalt shall be laid within an 8’-9’ wide trail between dry-laid stone retaining walls, damage to stone walls during asphalt paving will be the responsibility of the contractor to repair to original state.
4.0.12 Hand tamp areas that cannot be compacted by rollers or traditional asphalt compaction machinery. Stone walls lining the outside edges of the existing asphalt or prepped areas of trail will have natural irregular shapes when needed.
4.0.13 Adhere to finished surface specs: "Contractor shall be responsible for checking to ensure the following requirements are met per Architectural Barriers Act Accessibility Standard (ABAAS), Chapter 10: Recreation Facilities, Section 1017 Trails, sub-section 1017.7.2 Cross Slope. The cross slope shall be not be steeper than 1:48. The Contractor shall construct to 1:57 cross slope in all directions. This shall allow the contractor to ensure the final product will be below 1:48. The requirements in this document are for asphalt material. If other materials will be used, it must be consulted with the NPS project manager, as other materials have different requirements."
4.0.14 Work/Project Schedule will be weather dependent, according to restrictive weather events such as heavy fog winds (due to sand build up) or other natural events that would negatively affect the outcomes of the project.
