1.0 Background

It is the responsibility of the National Park Service (NPS) to maintain areas in the best Life Safety condition possible for the benefit of resources, employees, personnel, and visitors. Life, Health and Safety are paramount concerns for the National Park Service and the Management of Gateway National Recreation Area (GATE). A contract is required to provide a fence along the west side of Crossbay Boulevard at the frontage of the Jamaica Bay Wildlife Refuge. Technicians and equipment will be required to perform the construction of the fence.

The fence is required to protect pedestrians and to protect Park resources.

The fence along Crossbay Boulevard at the frontage of the Wildlife Refuge is approximately 8,800 feet in length with three openings one for the entrance into the Wildlife Refuge and the other two for access to the maintenance area and to perform maintenance in the refuge.

2.0 Scope

Independently, and not as an agent of the Government, the Contractor shall provide all equipment, materials, correspondence, supplies, staging, labor, travel (except as otherwise specified in the Contract) and technicians to perform all construction of the fences. All work will meet the latest industry standards and all applicable building codes.

3.0 Objective

· Install 8,800 linear feet of LDPE fence along the frontage of the Jamaica Bay Wildlife refuge on the west side of Crossbay Boulevard 2 feet west of bike path. Use wolmanized #2 yellow pine (YP) for 6 inch posts and rails. (See Fence Details Attached)

4.0 Tasks

Baseline Requirement:

· Base Bid Install 8,800 linear feet of LDPE fence along the frontage of the Jamaica Bay Wildlife refuge on the west side of Crossbay Boulevard 2 feet west of asphalt bike path.

· There will be a maximum of 3 openings in fence 2 for maintenance access and 1 for main entrance into park. NO GATES ARE REQUIRED.

· Fence will be constructed true and straight with smooth curves.

· All posts will be plumb.

· All rails for end or corner post supports will be level or parallel with ground.

· End support cables and hardware will be stainless steel.

· Wood posts and rails will be wolmanized #2 YP strait and true.

· Posts and rails will be milled smooth 6 inch diameter.

· Posts will be a maximum of 10 feet center to center spacing.

· Post spacing will be uniform.

· Fence will be constructed of Light duty Polyethylene 4.25 inches wide with 3 - 2.5 millimeter wires top, middle and bottom of fence material.

· For further information see Fence details and Location maps attached.

· Supply to Park a minimum of 100 linier feet of PE fence material.

· Supply to Park a minimum of 3 PE fence repair kits.

5.0 Delivery

· Closeout documents, maintenance manuals and warranties.

· Work & Protection Plan.

6.0 Government-Furnished Property

The Government will not supply any materials or equipment to the contractor.

7.0 Security

Area is monitored by United States Park Police, based out of Gateway National Recreation Area, Staten Island, NY. 24-hour Park dispatch can be reached at 718-338-3988. The Government shall assume no responsibility for loss or damage occurring to completion of contract and acceptance of the work performed.

8.0 Place of Performance

All work shall be performed at the Jamaica Bay Wildlife Refuge along Crossbay Boulevard. Access to site will be arranged by the COR according to the schedule submitted by the Contractor and approved by the COR. The Contractor shall coordinate and schedule his work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

9.0 Period of Performance

Complete all work within 60 days of receiving the Notice to Proceed. Timely completion is of the essence for this project.

10.0 Site Visit

Prospective vendors are expected to inspect the site where the work will be performed, prior to receipt of proposal to be thoroughly familiar with the conditions of work. An organized site visit is scheduled for Thursday, March 12, 2015 at 10:00 a.m. at Jamaica Bay Wildlife Refuge, Crossbay Boulevard, Queens, NY.
