ISLE ROYALE NATIONAL PARK

Houghton, Michigan

STATEMENT OF WORK:

“Waste Management Services”

DATED:

“03/06/2015”

NATIONAL PARK SERVICE

MIDWEST REGION

OHIO MAJOR ACQUISITION BUYING OFFICE

Isle Royale National Park (ISRO) generates approximately 600 cubic yards of solid waste per year, both at the mainland facility in Houghton, Michigan and at the Island portion of this park. Solid waste is transported to the mainland in park owned and maintained dumpsters that meet Occupational Safety & Health Administration (OSHA) engineering standards for crane and fork lifting. Island based dumpsters are lifted onto the park’s logistical support ship, USNPS RANGER III (see attached photos) by onboard crane and transported to the mainland facility for tipping, sanitizing and reloading. A few dumpsters are retained on the mainland lot for year-round use.

Island based dumpsters are transported to Houghton during the operating season which runs from approximately May 1st to November 1st each year. Between May 1st and June 1st and from September 15th to Nov. 1st (also known as “shoulder” or “freight” season) the vessel makes approximately one trip per week with varying dumpster numbers and sizes.

Between June 1st and September 15th (which is known as “passenger” [pax] season) the vessel normally makes two trips per week with varying dumpster numbers and sizes.

Dumpsters are required to be tipped twice weekly during “passenger” season (June 1 to September 15th) on Mondays and Thursdays until approximately October 15th. From approximately October 16th to November 10th tipping service can be reduced to once a week (preferably Thursdays). During the “winter” season, November 11th to March 31st, no dumpsters are transported from the Island and only the mainland dumpsters accumulate waste for tipping. Typically this one dumpster will only need tipping at a frequency of once every other week. From April 1st – June 1st we would like to return to tipping to once a week (preferably Thursdays). Federal holidays the park is closed and therefore no pickup would be required.

The contractor is required to tip all dumpsters at the mainland facility at the west-end and those adjacent to the ship. On occasion, dumpsters will arrive from the Island onboard the park’s vessel ANGELIQUE and may require tipping off-schedule. ISRO will notify the contractor by phone or e-mail if any off-schedule tipping is required with a 24-hour notice. All dumpsters will be positioned by park employees at the west-end of the facility lot for tipping. The contractor shall provide ISRO with a dispatch phone number for off-schedule tipping.

Park owned dumpsters for tipping come in four different sizes: 6-yd, 4-yd, 3-yd and 1-yd (see attached photos). Dumpsters are labeled by cubic yard size for the contractor’s truck driver to determine cubic yards dumped. ISRO will be responsible for serviceability of all dumpsters (leaking, lift pockets, tops, integrity, wheels, etc.) while the contractor is responsible for the integrity and serviceability of the receiving vehicles.

This contract calls for the solid waste contractor to tip (empty) all park dumpsters, year-round, and dispose of this waste in a Michigan or other state approved land fill meeting any and all Federal, state or local laws, ordinances or regulations. All contractor equipment and personnel must meet Federal, State and local laws, ordinances and

SOW

regulations for transport and disposal of solid waste. The contractor’s equipment may not leak or spill any effluent from the equipment or during tipping of the dumpsters.

The contractor is responsible for spillage of any and all fluids from the truck used and will be required to clean up any spilled fluids while on the park’s facility. Contractor’s personnel must meet any and all OSHA (29 CFR) or Michigan OSHA (MIOSHA) regulations referencing worker safety and Personal Protective Equipment. Contractor must comply with any and all applicable Hazardous Materials Regulations under USDOT 49 CFR and any Michigan DOT regulations.

Note – all NPS dumpsters are now painted forest green
