SCOPE OF WORK

Replacing Clivus-Multrum Composting system at Cuyahoga Valley National Park

PROJECT DESCRIPTION

This project involves the removal of the current Clivus-Multrum Composting system. The current composting system has not met performance expectations and will be replaced with a vault type system. All applicable OSHA regulations will be adhered to.

I. PROJECT LOCATION

Cuyahoga Valley national Park, Brandywine Falls, 8176 Brandywine Road in Sagamore hills Township Composting Toilets

II. SCOPE OF WORK

This project involves the removal of the current Clivus-Multrum Composting system and replacing it with a vault system at the Brandywine Comfort Station.

TASKS

1. Brandywine Comfort Station consists of 4 stalls on the women’s side and the men’s side has 2 stalls and 2 urinals. The Clivus-Multrum Composting system is located in the basement consists of 4 hoppers that services 2 units per each side of the facility.

Access to the basement is through an access door through which all demolition debris will need to fit. The existing container system will be completely removed and disposed of outside CVNP. The existing area will be cleaned walls, floor, and ceiling inspected for any signs of external penetrations. There will be a sealant applied to all concrete area of the type that will inhibit water infiltration for a life cycle of 10 years.

The metal access panel in the ceiling of the basement will be removed and the opening sealed with an appropriate material installed in a manner to make the area an intracal part of the structure. The panel replacement will have the same load bearing capability as the area that surrounds it. The structure above ground level is not to be altered except as necessary for the functionality of the linking of the above ground structure and the containers in the basement.

2. The units chosen to replace the Clivus-Multrum Composting system will be made of a material with and expected service life of 50 years. The containers installed will be easily accessible to be serviced. Each container easy of access is needed for the septic hauler. The units or materials to create them will need to be able to fit through the existing entry / opening into the basement

NPS Policies and Directives, including the Secretary of the Interiors Standards, Park resources often present unique and unusual conditions. These Historical sites are critical to public enjoyment of the properties throughout CUVA.

a. A.7 Suitable backcountry waste systems include flush toilets; composting toilets; barrel toilets; evaporator toilets; incinerator toilets and pit privies. Pit privies should only be used as a last resort where other types of facilities are not possible. The Park Sanitarian or the PHC should conduct the siting of pit privies

b. Other Applicable Standards: Roofing and Prep shall comply with the policies and standards of the governing bodies and applicable regulations which include but are not limited to:

1. State and local codes [latest editions]

2. Uniform Building Code [ICBO, latest edition]

3. Occupational Safety and Health Act [OSHA, latest edition]

c. This section includes all labor, materials, tools and other equipment, services and supervision required to complete all exterior repainting work as indicated. The CONTRACTOR’s work sequence shall include, but is not limited to:

1. Submit a work schedule delineating the various stages of work for review and approval by

Contracting Officer and COTR two weeks ahead of work starting.

2. Because of the roof heights, project will require varying combinations of scaffolding, ladders and/or lift equipment, etc. for access to high areas and for fall prevention and protection.

CONTRACTOR will use fall prevention/protection systems as prescribed by OSHA. The job will be shut down immediately if any unsafe practices are observed and work may not be resumed until conditions are corrected to satisfaction of CO.

3. Put up temporary construction barriers to protect visitors and employees. The CONTRACTOR shall work with the CO/COTR to avoid or minimize interruptions to the guided tours (visitor access) to this historic home or barn.

4. Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, signage, all adjacent buildings, and Government equipment from damage by project operations. Use drop cloths, shields, masking, templates, or other suitable protective means.

Protect signs, metal hinges and other features from breakage or other damage during project work. This is a National Park property and must be protected from damage.

5. Clean surfaces with a non-toxic, non-hazardous solution (to be approved by CO) to remove foreign matter on surfaces. Use non-rusting means/material to secure systems in place.

6. Prepare surfaces for sealant application, inspect all. Capture scrapings, dust, and other possible residual for disposal off site per regulations.

7. During work stoppage (e.g., overnight) and at completion of the project, cleanup work areas and properly dispose of all waste materials, and debris, off site. All supplies will be stored or removed from site. ALL equipment will be stored or removed from site. No equipment or materials will be left where visitors could access when CONTRACTOR’s employees are absent from work area.

8. Submit two sets of Material Safety Data Sheets (MSDS) to COTR fourteen days prior to commencement of work for review and for posting at job site as required. Deliver all roofing materials to this job site in sealed, original labeled containers bearing manufacturer's name, brand name, type of materials or coating and color designation, standard compliance, materials content as well as mixing and/or reducing and application requirements.

9. Store all materials in original labeled containers in a secure/lockable and well ventilated single designated area meeting the minimum requirements of manufacturer. Only materials used on this project are to be stored on site. The Government cannot provide storage space;

consult with CO/COTR on arranging minimal storage facility (see section IX-Material and Equipment, following).

10. Where toxic and/or volatile / explosive / flammable materials are being used, provide adequate fireproof storage lockers and take all necessary precautions and post adequate warnings (e.g. no smoking) as required by OSHA.

11. Take all necessary precautionary and safety measures to prevent fire hazards and spontaneous combustion and to protect the environment from hazard spills. Materials that constitute a fire hazard (paints, solvents, adhesives, drop clothes, etc.) shall be stored in suitable closed and rated containers or shall be removed from the site on a daily basis.

12. Dispose of contaminants in an approved legal manner in accordance with hazardous waste regulations. Empty cans are to be dry prior to disposal or recycling (where available). Close and seal tightly partly used cans of materials including sealant and adhesive containers and store in protected well ventilated fire-safe area at moderate temperature.

IV. PROJECT MEETINGS

Before the start of this project, the Contracting Officer (CO) will arrange an on-site meeting with the CONTRACTOR and the park COTR. Items to be covered are park rules and regulations, authorized representatives, correspondence, procedures, labor standards provisions, payroll reports, modifications, payments to CONTRACTOR, acceptance/rejection of product, subcontractors, documents required under the contract, submittals, allowable work times/days, (generally week days 7:00am – 5:00pm), non-interference with public visitation, OSHA compliance, reference materials, CONTRACTOR quality control, liquidated damages, notice to proceed, tentative construction schedule, etc.

V. SUBMITTALS

The following submittals are required to be submitted to and approved by the CO prior to prep of clean up and sealant application.

a. Cleaning Solution

b. Sealant (see materials section).

VI. DELIVERY DATES

a. The contractor will provide written and picture documentation at a minimum five times during the course of this project. The written and picture documentation will cover at a minimum (1) the beginning of the project documenting the condition of the site and surrounding area, (2) after the existing containers area removed, (3) after the affected area is cleaned and inspected for water infiltration and before any sealant is applied, (4) again after the panel is replaced and the sealant is applied, and (5) after final site cleanup and equipment removal from site. Each picture will have corresponding documentation describing in detail what phase the picture is take in and the items of interest in the picture.

The contractor will agree to gather additional documentation at the request of CVNP (Contracting Officers Technical Representative) COTR.

b. Delivery dates will be negotiated, but project work will be completed by August 31, 2015.

c. The duration of this project will be No Longer than 60 calendar days after Notice to Proceed has been issued.

VII. BARRIERS & RESOURCE PROTECTION MEASURES

Furnish, install, and maintain barriers to protect existing facilities and to protect public visitors and staff from painting operations. Erect barriers, lights, danger signals, and warning signs in accordance with the Manual on Uniform traffic Control Devices (MUTCD) and OSHA regulations. Completely remove barriers no longer needed when approved by the Contracting Officer (CO). NOTE:

Pavement adjacent is a walking surface and not generally open to vehicular traffic. These paved surfaces (particularly the brown colored asphalt path on the park trails are easily marred and may require protection from CONTRACTOR’s vehicular or heavy equipment. Any collateral damage to the park trails or visitor parking area will be repaired to original specifications at the Contractors cost.

All collateral damage will be reconciled in writing before final inspection is signed.

VIII. TEMPORARY CONTROLS

Maintain the following temporary controls to protect visitors, staff, and the environment:

a. Keep project neat, orderly, and in a safe condition at all times. See previous Section III. 9. and section VII-Barriers.

b. Dispose of CONTRACTOR-generated waste materials and other excess material outside the park in accordance with national, state, and local regulations. Do not allow waste materials to be washed into City storm sewer system or streams.

c. Do not interfere with public visitation.

d. Meet all OSHA standards.

IX. MATERIAL AND EQUIPMENT

a. No storage facility is available in the Park. The CONTRACTOR may bring a storage container on site, with the location to be determined by the CO and COTR. Space for this container and space parking for the CONTRACTORs employees may be minimal during periods of high visitation.

b. Re-flash any roof penetration if applicable

c. Seal all cracks in foundation area before sealant is applied

d. The CONTRACTOR shall maintain all equipment in safe condition.

X. PROJECT CLOSEOUT

When the project is complete, the contractor must request in writing a final inspection. Upon receipt of said written request, the Contracting officer will proceed with inspection within 10 days of receipt of request or will advise the CONTRACTOR of items that prevent the project from being designated as complete.

a. Inspected areas rejected by the Contracting Officer shall be made good at the expense of the CONTRACTOR. Small affected areas may be touched up; large affected areas or areas shall be removed and repaired or replaced according to contract specifications at the expense of the contractor.

b. If, following final inspection, the work is determined to be complete, the Contracting Officer will prepare a list of deficiencies if any to be corrected before final acceptance and issue a letter of Completion. CONTRACTOR shall complete the work described on the list of deficiencies within 30 calendar days. If the CONTRACTOR fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Construction clause of the contract.

c. If, following final inspection, the work is not determined to be complete; Contracting Officer will notify CONTRACTOR in writing. After completing work, CONTRACTOR shall request a new final inspection.

d. After all deficiencies have been corrected, a Letter of Final Acceptance will be issued.

XI. SPECIAL PRECAUTIONS/CONDITIONS

The subject buildings are part of a National Park with public visitation seven days a week during the summer. CONTRACTOR’s business should be conducted to respect the public nature of this property and, to the extent possible, not interfere with the visitor’s enjoyment and use of property.

a. The original building and surrounding area must be protected and preserved.

b. No work shall take place on holidays or weekends without prior approval of the Contracting

Officer. Because the Park is closed and secured by gate, the hours for CONTRACTOR access are 7:00am to 5:00pm.

c. CONTRACTOR may use scaffolding and/or a lift. A lift and any other heavy equipment will not be permitted on the trails in the CVNP. Weight/pressure will damage surface. Additionally, if the surrounding grounds are damaged they will be reconciled to original condition or better.

d. CONTRACTOR will keep all entrances, vehicular circulation lanes, and pedestrian circulation walks clear during normal operating hours. Visitor and worker safety is the highest priority.

e. CONTRACTOR will work with COTR to ensure that work does not interfere with special events.

f. CONTRACTOR is responsible for all damage to the lawn and buildings caused by their personnel or equipment.

g. All collateral damage created/caused by the contractor/contractor vehicles, delivery vehicles to the work site etc. will be repaired/corrected at the cost of contractor.

h. The Cuyahoga Valley National Park’s COTR may join the Contractor at any time to conduct quality control checks. Contractor will complete an accurate data record that will be evaluated periodically during the contract. The data report will be reviewed upon completion of the contract. In complete or inaccurate data records by the contractor, his/her employees or subcontractors, or loss of information to the contract will result in reduced payments to the contractor or cancellation of this agreement.
