Interior Painting Project – P15PS00479

QUESTIONS & ANSWERS – PART II

For reference: Part I- Q&A are attached starting on page 5

1. QUESTION:

White Apartment - As this is sort of a campus, what kind of clearance are you going to need for our crew?

ANSWER:

Background checks would be needed if children are present, however the Park will coordinate with winning vendor to have painting done at times when No children are present. Therefore No background checks are required. In addition what will be required is: 1.) Identifying clothing of contracting crew. 2.) Identifications on persons. 3.) Restricted access on campus along with check-in and check-out protocols.

2. QUESTION:

CVEEC White Pine Barn - Do not paint metal doors, is this correct? NO paint in basement?

ANSWER:

Refinish wood walls and base as needed going to second floor. No “basement” to paint. Paint all currently painted surfaces first and second floor.

3. QUESTION:

Lipcomb Barn - Base boards receive no paint, just re-Poly finish? NO paint in Kitchen? Do nothing to wood in cafeteria, is this correct? Just paint drywall in cafeteria? We do repair 4 holes in the ceiling, is this correct? Who moves the items on the shelf at basement? Who moves items in the basement? Do doors get repaired (replaced) at basement and do we paint metal doors?

ANSWER:

Yes - to base board in Lab area (2nd floor) to be refinished.

No - painting in kitchen. No - woodwork in cafeteria. Yes- paint drywall in cafeteria.

Yes – All drywall repairs and patching as needed (reference question 6 part I ).

Painters will move items as necessary to accomplish work. Nothing to be done with metal doors at basement entrance.

4. QUESTION:

Schmidt House - We do not paint block wall, is this correct?

ANSWER:

Paint only what is currently painted. Nothing in basement to paint except drywall stairwell.

5. QUESTION:

SD Ranger Station - Will this place be operational when we paint? Shelves will not be repainted, is this correct? Will computers be moved? Do we repaint the concrete floors and cabinets?

ANSWER:

We anticipate operations will be moved to allow painting.

Shelves will not be painted but contractor will move to paint behind.

Yes – computers will be moved out.

Paint all concrete floors. Nothing in basement to paint except drywall stairwell.

Cabinets – paint what is currently painted.

6. QUESTION:

Osborn House - Will the porch need to be painted or will this be done on exterior project?

ANSWER:

Porch is enclosed therefore considered interior painting: Deck is only part to be painted.

7. QUESTION:

Ostrica (Tel Station) House - are there any pics that can be shared for this house as I had to catch my Flight?

ANSWER:

No pictures available.

8. QUESTION:

Will background checks be required and will we need any clearances?

ANSWER:

No background checks or clearances necessary. The only exception would be working on the Environmental Education Campus. Refer to Question #1.

9. QUESTION:

What is the name of a local waste and disposal company we can contact to set up an account?

ANSWER:

This would be a conflict of interest for the Federal Government to recommend a vendor.

10. QUESTION:

Will items around the house be moved by occupant or by our paint crew?

ANSWER:

Personal items will be moved ahead of time. Other items including furniture to be moved by paint crews, (see SOW page 4, III, a, item#3).

11. QUESTION:

Can selected contractor rent a house or an appt. from the park for the duration of the work? We will of course pay a deposit and be subject to same conditions as tenants.

ANSWER:

No

12. QUESTION:

Is the Tax in Cuyahoga County 8%? Are there city taxes or just county?

ANSWER:

Properties are located in both Cuyahoga and Summit Counties. Please visit website.

13. QUESTION:

Where can permit be acquired for all these various locations and do you think one permit will suffice for entire contract?

ANSWER:

We are a Federal Entity not subject to local permitting process.

14. QUESTION:

What sort of lead time are you giving, if we need to abate the lead paint?

ANSWER:

No abatement. Encapsulate as required. (See SOW page 4, III, d, item #1-- along with SOW page 5, III, d, item #9).

15. QUESTION:

What sort of paint thickness are you trying to achieve on these units?

ANSWER:

Minimum 1 finish coat non-volitile latex interior color as prescribed by product specifications.

Refer to SOW page 5, #11.

16. QUESTION:

Will the park allow us to keep our trailers at a designated site when we are not working on the job?

ANSWER:

Security is the responsibility of the contractor. (Refer SOW page 7, IX, a) No storage facility is available in the Park. A contractor may bring storage container on site, location to be determined…. space may be minimal.

17. QUESTION

What are the wage rates and overtime rates for lead/asbestos, paint, and labor.

ANSWER:

The following rates can be found on the wage determination, which was distributed with the solicitation: lead/asbestos $37.28 hourly - $55.92 OT / paint $27.57 hourly - $41.36 OT / labor $24.69 hourly - $37.04 OT.

QUESTIONS & ANSWERS

1. QUESTION:

White Pine Barn - Will NPS remove wall tapestries and bulletin boards or is that the responsibility of the contractor? Will the track for the movable wall be repaired prior to work commencing?

ANSWER:

All wall tapestries and bulletin boards will be removed by NPS with advanced notice of painting schedule. Track will be repaired prior to work commencing.

2. QUESTION:

Nina Stanford House - Will the attached garage be painted and what type of color scheme will be used throughout the interior?

ANSWER:

No painting of interior garage. Color scheme to be a single color throughout.

3. QUESTION:

Will the attached porch on the Schmidt House be painted?

ANSWER:

Yes

4. QUESTION:

Will the floor and the shelving at VK Carpenter Shop be painted?

ANSWER:

Floor painted. Shelving inside of cabinets will not painted. Cabinet doors to be painted inside and out.

5. QUESTION:

Will the contractor be responsible to refinish the base boards located in the lab of CVEEC Lipscomb Barn?

Yes

6. QUESTION:

Are we repairing the basement storage room ceiling in the CVEEC Lipscomb Barn, 3675 Oak Hill Road, Peninsula OH 44264 (stop #2 at the bid, item #3 on the bid schedule)?

Yes – All drywall repairs and patching as needed.
