Veteran Readiness and Employment (VRE)

Statement of Work

I. Introduction The purpose of this procurement is to obtain laptop computers and associated equipment for Veteran Readiness and Employment (VR&E) students participating in the educational benefits of Chapter 31. Currently VR&E uses multiple vendors who supply varying computers and equipment. The Indianapolis RO would like to secure computer packages through a Bulk Purchase Agreement to meet the needs of Veterans utilizing our program.

II. Scope of Work The contractor will provide 50 laptop packages on a quarterly basis to the Indianapolis Regional Office, located at 575 N. Pennsylvania Ave. Indianapolis Indiana 46204. The demand for these packages may increase in frequency or amount over the course of the contract and the contractor should be prepared to assure timely and responsive supplies, should the demand increase. Each package will arrive on location packaged as one unit, and each unit will contain a unique identifier to be utilized for internal control purposes. The specifications for each package will be outlined below. This request is for one year, with up to three option years. The contract will contain 4 options for 50 additional packages for a total of 200 packages.

III. Specifications The successful contractor awarded this project will provide the required 50 laptop packages incorporating the components listed below on a quarterly basis. Each of the packages must arrive packaged as a single unique unit that can be easily distributed to a Veteran recipient.

Contractor must meet/exceed the requirements of the laptops identified below:

The contractor shall provide a negotiated price for the cost of the warranty and support software guarantee.

This contract will require the following security previsions added: A prohibition on unauthorized Disclosure Requirements for data breach notification Requirements for annual security/privacy awareness training Requirements to sign the VA Rules of Behavior.

Background Investigation Requirement to pay liquidated damages Liquidated Damages for Data Breach: "Consistent with the requirements of 38 U.S.C. §5725, a contract may require access to sensitive personal information. If so, the contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any SP/ the contractor/subcontractor processes or maintains under this contract. However, it is the policy of VA to forgo collection of liquidated damages in the event the contractor provides payment of actual damages in an amount determined to be adequate by the agency."

If VBA must exchange PII with provider, the provider must have access to the VA system using PIV card to encrypt message.

Contractor must meet/exceed the requirements of the laptops identified below:

IV. Requirements

1. The contract shall include a price per package that incorporates the required scope of each package

2. The package shall include a 3 year protection/accidental damage warranty.

3. The contractor shall include a support package which includes software patches, software fix, phone and in person technical support.

4. The contractor will agree to have a minimum number of computers packages on standby to accommodate any demand greater than the 50 packages/ quarter

V. Period of Performance 60 Days after receipt of award.
