PERFORMANCE WORK STATEMENT (PWS)

VINYL COMPOSITION TILE (VCT) STRIPPING AND SEALING

1.) BACKGROUND

The VA Palo Alto Health Care System has Vinyl Composition Tile (VCT) flooring in buildings throughout 3 different campuses: Palo Alto, Menlo Park, Livermore. Many areas with VCT flooring are in emergency need of restoration. With the current healthcare environment and presence of COVID-19, the VCT in the public and patient hallway areas in 3 campuses need immediate attention.

The porous nature of VCT needs to be stripped of wax and sealed with a high-performance coating to prevent the spread of bacterial and viral infections. The existing flooring conditions pose a serious health risk that must be corrected immediately.

Conventional stripping and waxing are not an effective option for the current state of the VCT flooring in 3 campuses. Stripping and waxing does not provide sufficient sanitization and long-term protection for these public used areas. EMS Leadership has identified areas that are in need of immediate attention.

There is approximately 127,804 square feet (ft2) of VCT Flooring. Contract will service the following campuses:

Menlo Park Division– 80,289 ft2 Livermore Division– 30,579 ft2 TBD Palo Alto Division– 17,000 ft2

2.) SCOPE

The Contractor shall furnish to the Government all labor, supervision, supplies, tools and equipment, travel and services necessary to prepare and apply protective sealant to VCT flooring, to include the immediate 4 inches of cove base from the floor up to the wall. In addition, the Contractor shall provide restorative services, as requested, to maintain a ‘like new’ appearance of the VCT Flooring. All surfaces must be free of dirt, debris, odors and stains. Services shall include, but are limited to: chemicals, restoration cleaning, coating removal, deep cleaning, scratch removal, and baseboard repair. The Contractor IS NOT required to repair loose or broken VCT tiles.

Contractor shall not only restore integrity of VCT flooring and baseboard surfaces, but also use a sanitizing agent in process to prevent the spread of COVID-19.

3.) TASKS

3.1 Installation of sealant to VCT Flooring, as requested

3.1.1 Task includes all services necessary to strip, clean and prepare flooring

3.2 Restoration maintenance services of the VCT Flooring to maintain a “like new" appearance and the integrity of the floor finish, as requested

3.2.1 Task includes all services necessary to clean and prepare flooring for maintenance services

4.) DELIVERABLES

4.1 Provide installation services

4.2 Provide restoration maintenance services

4.3 Submit scheduling of work

4.4 Consultation services, as request

5.) RESTORATION SERVICE

5.1 Coating Removal: Existing Polymer coatings will be removed using Permatect’s DCR (Durable Coating Remover). 100% of existing wax coatings must be removed to achieve bonding with new coating.

The VCT preparations shall leave no residue, chalk or grit when properly rinsed. A clear water flood rinse shall be applied to the floor and the residue removed by suction.

The rinse-aide shall be removed by suction and the floor is to be completely dried by means of a mechanically generated airflow. The contractor shall strip the floor surface until VCT is smooth, dry and clean, free of dirt, dust, oils, waxes or any other foreign matter which would interfere with a good bond.

5.4 Coating: The coating shall be Permatect’s V-Shield interlocking siloxane inorganic protective barrier. All VCT flooring shall be sealed with a coat of an Inorganic Siloxane based Permanent Barrier equivalent to Permatect’s “Proprius-One” to provide impermeable seal over the entire treated area.

This shield shall have a high gloss shine appearance when it is dried. This product shall be inorganic with an oil, urine and water repellant compound with sufficient particle size of the emulsion and surfactant package to allow deep penetration of porous tiles substrates, and must have an adhesion mechanism which is both mechanical and chemical. The Permatect V-Shield sealant shall only be applied by a technician certified by Permatect Facility Solutions.

5.5 Downtime: All public used areas being serviced must be available for foot traffic every morning by 6 am.

5.6 Warranty: Service and process must carry a 2-year warranty that covers excessive wear, yellowing and delamination.

6.) MAINTENANCE SERVICE

The contractor shall provide ongoing maintenance services that assure a like new appearance to the treated surfaces at all times. All VCT Flooring will be clean and uniform in appearance and free of debris. The condition of the sealant will be maintained at all times to provide best visual appearance. Contractor shall provide EMS staff with scheduled routine sanitizing, deep cleans and fogging. Reporting systems are to be electronic barcoding tools with time stamped verification on service to each area. Reports are delivered weekly to COR. Cleaning training will also be issued to EMS and any other necessary contractor using or servicing the same areas.

7.) CONSULTING SERVICES

Contractor shall provide ongoing consultation to VA Palo Alto Health Care System on the state of each serviced area. Contractor shall assist in improving EMS performance, developing strategies and scheduling necessary actions to ensure top performance of treated areas. Contractor shall assess and provide rapid response solutions against the spread of COVID-19. The contractor shall know the status of each area and offer advice and expertise to EMS to help them improve their performance in terms of floor cleaning operations, routine and strategy. The contractor shall provide ongoing research, surveys and interviews to gain understanding of current procedures and analyze cleaner, safer floor care tactics.
