Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1)

1. Identification of the agency and the contracting activity.

Agency: USDA Natural Resources Conservation Service Contracting Activity: Contract with the National Grazing Lands Conservation Association (NatGLC) to conduct two Working Effectively with Livestock Producers trainings. One training will be held in FY2023. The second training will be provided in FY2024.

2. Description of supply or service required to meet the agency’s needs.

The NatGLC will deliver 2 Working Effectively with Livestock Producers (WELP) trainings to MN NRCS employees, approximately 30 students per course. Training sessions will meet FPAC EDS training requirements for the WELP course.

3. Rationale or circumstances for limiting competition.

The training that NatGLC provides will meet FPAC EDS requirements for the WELP course. They are the only vendor available that can provide the training to meet FPAC EDS requirements. No other options exist. This training will allow field staff to attain necessary training to assist them with becoming certified conservation planners.

4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.

NatGLC holds the rights to this training course and no other vendor can provide the training to meet FPAC EDS requirements. We need the training to meet FPAC EDS requirements, so no other market research was conducted.

5. Estimated price, including all options, if applicable.

$128,120 total (2 training events).

NatGLC will also provide a total of $128,100 of In-Kind match to conduct these trainings.
