United States Department of Agriculture Limited Source/Brand Name Justification

Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting activity.

U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS), Utah State Office, 125 South State Street, Salt Lake City, Utah 84138

2. Description of supply or service required to meet the agency’s needs.

The USDA, NRCS-Utah proposes to enter a procurement contract for 21 Virtual Reference Station (VRS) also known as The Utah Reference Network (TURN) accounts on the basis of other than full and open competition with the Utah Geospatial Resource Center (UGRC) at a firm fixed price established by the State and made available to surveyors in both the private and public sectors. This document provides information describing justification for single source vendor authorization under the Federal Acquisition Regulations (FAR).

3. Rationale or circumstances for limiting competition.

The UGRC VRS is a surveying utility operated solely by the State of Utah for the purpose of determining fixed positions on the earth’s surface. These positions include horizontal and vertical coordinate configurations on a survey controller having cellular capability that enables a connection to the VRS system and are obtained locally using a GPS receiver where positions are recorded digitally in a job file. The file of coordinates is used to model the topographic features of a particular section of ground for the design of engineering practices.

The statutory authority for this account contract is FAR 6.302-1 (2) (ii) (A) (B) – Only one responsible source and no other supplies or services will satisfy agency requirements..

4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.

As UGRC is the only provider of this service no market research was conducted.

5. Estimated price, including all options, if applicable.

The price for each user VRS accounts is $600.00 annually. NRCS plans to purchase 21 accounts totaling $12,600.00.
