1. Contracting Activity:

Department of Veterans Affairs VISN 9, James H. Quillen Veterans Affairs (VA) Medical Center Network Contracting Office 9, 2237 No. 621 24 1 163 0004.

2. Nature and/or Description of the Action Being Approved:

This procurement is for a new interim firm fixed price sole source contract in accordance with Federal Acquisition Regulation (FAR) 13.5 Simplified Procedures for Certain Commercial Items with a period of performance of 2 1 2024 to 1 31 2025.

3. Description of Supplies/Services Required to Meet the Agency�s Needs:

The Contractor shall furnish all 1.187 Full Time Equivalent personnel (1.187 = one full time physician and one part time Physician) to provide locum physicians to perform necessary onsite Neurology Physician Services to eligible beneficiaries of the James H. Quillen VA Medical Center (hereinafter referred to as VAMC). The VAMC requires continued services to support patient care. The current contractor, SI2 LLC, has contracted personnel who have completed OPM background investigations and have been credentialed by the VAMC, allowing for a seamless transition between contracts without a disruption in services. 4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR

13.106 1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

5. Demonstration that the Contractor�s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

SI2 LLC has been determined to be a responsible source respective to performance and meets eligibility requirements as a verified Service Disabled Veteran Owned Small Business (SDVOSB) and 38 USC § 8127(c) allows sole source awards to SDVOSBs.
