Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-24-AP-1810

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical

Center campus in Milwaukee, WI. 695-24-3-051-0025 provided funding in the amount of $81,825.60.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Provide high quality picture and sound commercial television service to the Clement J. Zablocki VA Medical Center campus. The total estimated value of the proposed action $81,825.60.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Current services are being provided via utilization of the Government Purchase Card and, due to the cost and recurring nature of services, is a Violation of VA Financial Policy. There is not adequate time to source a competitive award, due to the lead times required for equipment refreshes and/or updates. As such, a sole source award to incumbent provider is considered appropriate to move services from Government Purchase Card to contract and support continuation of digital television services in ‘as is’ state while a new procurement is competitively completed.

4. Description of market research conducted and results or statement why it was not conducted:

Search conducted of VetCert utilizing NAICS Code 517111 returned 82 potential results. Results inconclusive due to limitations of VetCert search parameters and broad market coverage of NAICS 517111. Supplemental search of SBA DSBS for SDVOSB/VOSB firms with NAICS 517111 and Keyword “Television” returned zero (0) potential providers. VA Rule of Two cannot be met as two or more VIP listed SDVOSBs were not identified as capable of performing the work and likely to submit a quote at a fair and reasonable price that offers best value to the Government. Search of SBA DSBS for Small Businesses with NAICS 517111 and Keyword “Television” returned 12 potential vendors, but under further review, most do not provide satellite television services or operate outside the Zablocki VAMC geographic region. The incumbent is considered a Small Business under NAICS 517111. Due to facility need for service continuity in support of quality of patient care and immediate need to remedy violation of VA Financial Policy, it is recommended the service be acquired as Unusual and Compelling Urgency under FAR Part 13.106-1(b) and awarded as sole source to incumbent provider Allbridg, LLC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
