Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C261-22-AP-4610 MEDICOM IMAGEX NETWORK ACCESS
1. Contracting Activity: Department of Veterans Affairs, VISN 21, 2237: 612-22-3-476-0095
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VISN 21 has an urgent firm fixed price requirement on the open market for continuation services of Medicom’s IMAGEX Network Access. The requirement applies to all VISN 21 locations EXCEPT the Las Vegas Hospital and CBOCs. Network access includes the Imagex with Assistant Edition product as well as Support, Service, Maintenance and Training agreement at a cost of $27,311.41 per VAMC system for a total expected contractual amount of $163,868.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Medicom is the only vendor with a vendor-agnostic patient record locator service, which allows clinicians to locate patient information without calling and waiting for private sector facilities to send information. Immediate access to patient data performed under the Mission Act is a specific need for VHA timeliness of care, care quality, and patient safety and Medicom is the only vendor able to provide this timesaving solution. Medicom is the only fully-federated health information exchange provider that connects disparate silos of health information so that they can be easily and securely searched and shared. Medicom’s Imagex is the only solution to provide advanced automation features that improve patient safety through consistent access to information and reduce operational overhead for the VA.
4. Description of market research conducted and results or statement why it was not conducted:
Station partners conducted extensive market research over the last two years and as a part of awarding the original contract to Medicom. This included discussions with three alternative prospective vendors, discussions with subject matter experts from other VISNs and attendance at presentations and demonstrations of capabilities by several vendors.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
