Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 22, VA Greater Los Angeles

VA Healthcare System (VAGLAHCS), West Los Angeles Medical Center (WLA VAMC);

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Greater Los Angeles VA Healthcare System requires 51 Non-Rural Clinicians to register and virtually attend an Intensive Course in Geriatric Medicine and Pharmacy and

Board Review. This course accreditation is for the Geriatric Scholars Program’s mission to enhance VA clinicians in Geriatrics for the veteran patients. This requirement is for the tuition enrollment fee for a four day course period: 09/17/2025 – 09/20/2025. The estimated total contract purchase order value is $48,450.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: IAW FAR 13.106-1(b), only one source reasonably available, this justification outlines the reasons necessitating a single source award for the procurement of tuitition costs for VA clinicians to attend the virtual intensive course and board review in geriatrics and pharmacy on 17 September 2025 to 20 September 2025, Nexus CME SoCal, LLC has the unique qualifications to meet the specific course objectives, dates, and offers a dedicated Pharmacist component in their training which is required for the

VA Pharmacists. No other educational programs are offering the same requirements during this timeframe.

Nexus CME SoCal LLC will be providing the annual specialized UCLA intensive training course centered on Board review of Geriatrics and Pharmacy which makes them a specialized entity that can perform the service effectively during the required training dates

09/17/2025 – 09/20/2025. Nexus CME SoCal LLC will provide a board review which will encompass interactive sessions and speakers centering on the aging population at the VA.

They are the only contractor that can provide training during the timeframe of September

2025 for VA non-rural clinicians to fulfill the VA’s Geriatric Scholars Program mission focusing on geriatric care specifically in Pharmacy. There are no other vendors that provide this intensive board review in Geriatrics Medicine and Pharmacy during this specific timeframe.

4. Description of market research conducted and results or statement why it was not conducted: Market research has identified there is only on educational institution that can meet this exact virtual training course dates, as well as the training objectives. Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C262-25-AP-7652 dsbs.sba.gov was utilized to identify if there are any third-party small business concerns who can provide the course training, and there were zero results based off the NAICS and keyword search. SAM.gov was utilized to identify award notices and sources sought notices and resulted in 11 sources sought notices for similar requirements, and all awarded sole source to the educational institute for the identified requirement. FPDS.gov was utilized to identify similar contracts awarded by other facilities for these types of courses. Searched the database using keywords and NAICS 611310, and results found 24 contract actions listed for limited selected educational institutes, awarded sole source, offering similar courses, however, different dates. An online search was conducted for this exact course name and found only one training institute who can provide this course for these dates to meet the VA’s requirements. Based off these market research findings, and due to the specific nature of this requirement, it is in the best interest of the government to utilize UCLA’s Intensive Course in

Geriatrics Program for the facility’s VHA clinicians.
