2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office (NCO) 10 intends to award a new, firm fixed price, brand name purchase order to one of Stratasys’ small business authorized distributors. for 3D Printer Systems.

Conditions for Commercial Items – Stratasys Ltd. is uniquely qualified to provide the J5
MediJet 3D printer. The VA Northeast Ohio Healthcare System requires this specific model due to its validated compatibility with existing equipment, software, and workflows currently in use within the facility’s 3D Printing Lab. The J5 MediJet supports the production of biocompatible, full-color anatomical models and dental appliances using medical-grade materials, and integrates with the J850 printer platform already operational at the site. Its plug-and-print configuration, compact design, and ability to run multiple materials in a single print make it uniquely suited for unattended, high-precision medical applications.
These features are critical to maintaining production consistency and workflow efficiency.
Market research confirmed that no alternative printer systems or resellers, other than
Stratasys-authorized distributors, can meet these functional and performance requirements. As a result, substituting another product would disrupt validated processes, introduce compatibility risks, and compromise the lab’s role as a regional medical modeling

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer to determine if there were other vendors capable of providing 3D printer systems that meet the specific technical and functional requirements of the VA Northeast Ohio Healthcare System (VANEOHS). The goal was to identify whether additional authorized resellers or small businesses, particularly SDVOSBs or VOSBs, could meet the requirement for Stratasys J5 MediJet printers, which integrate directly with the facility’s existing validated workflows.
The OEM, Stratasys Ltd., was contacted directly through its Government Business Leader, Jason Schneider. Stratasys confirmed that it has multiple authorized resellers operating in Ohio and referred the VA to its public distributor locator tool at https://www.stratasys.com/en/where-to-buy/ for a complete list.
GSA eLibrary, ECAT, SAM.gov, Interagency Contract Directories, NAC Contract Catalog, FPDS, DLA Troop Support, MSVP, BIC, and FDA databases were searched:
Keywords used: "Stratasys J5 MediJet", "3D medical printer", "medical modeling 3D printer"
Results: No FSS contracts or GSA/NAC listings were found for this specific printer model.
DSBS (Dynamic Small Business Search):
NAICS Code Searched: 334118 – Computer Terminal and Other Computer Peripheral Equipment Manufacturing
Keywords Used: "Stratasys", "3D printer", "medical 3D printer"
Results: Several small businesses listed as capable resellers; however, none matched the validated setup or usage needs for integration with existing J5 and J850 platforms currently in operation at VANEOHS.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Per FAR 13.106-3(a)(2)(ii), price reasonableness will be based on comparison of proposed prices with prices found reasonable on previous purchases using
FPDS.
