Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250‐20‐AP‐2410

1. Contracting Activity: The Department of Veterans Affairs, Network Contracting Office

(NCO) 10, Louis Stokes Cleveland Veterans Affairs Medical Center (CLE VAMC).

Transaction: 541‐20‐2‐250‐0354

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

NCO 10 intends to award a new, firm fixed price, brand name, purchase order to one of Hill‐ Rom Company’s Service‐Disabled Veteran Owned Business (SDVOSB) distributors. The Community Living Center (CLC) Rehabilitation are at CLE VAMC is currently using Centrella Beds. This procurement is in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501, Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303‐2.

ESTIMATED DOLLAR VALUE: $138,855.00

REQUIRED DELIVERY DATE: 30 Days ARO

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Hill‐Rom Company is uniquely qualified to provide the equipment based on the following:

The CLE VAMC currently uses Hill‐Rom’s nurse call system, NaviCare. The CLE VAMC has no intention of replacing the nurse call system. Only Hill‐Rom beds are compatible with the system. This was tested in a previous solicitation, RFQ 36C25019Q0976.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer to identify available sources to meet the requirements as follows:

FSS, GSA, eCMS, FBO, FPDS, DSBS, SAM, National Strategic Source, Vetbiz and the internet were reviewed with no results. VIP results had 435 contractors.

The VA Rule of Two can be met. This will be a brand name procurement solicited amongst Hill‐Rom Company distributors.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐ 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106‐3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
