Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at Bedford MA, in support of VISN 01, VA Health Care System at Manchester Medical Center 2237 # 608-23-2-7760-0010
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Manchester VA Medical Center Sterile Processing Services (SPS) Department has the need for STERIS Cantel Medivator Advantage Plus to fully automate, computer-based asynchronous endoscope reprocessor that monitors each endoscope channel separately for blockage and proper flow ensuring complete high-level disinfection. A computerized detection system eliminates human error in the selection and connection of hook-ups. Continuous automated leak testing and a programmable alcohol flush are standard attributes.

The estimated value of the proposed action is $116,577.20
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The automated endoscope reprocessing units currently in place are the same model and brand as requested in this requirement. The SPS department is already trained and has familiarity with the device.
The Medivator Advantage Plus (AER) has a visial display of real-time reprocessing information.
Large, easy loading, independent basins having asynchronous operation and accommodate all flexible endoscopes. The AER comes with a barcode reader for fast and accurate data entry. PC based for scope specific cycle programing and high performing cleaning cycle. Contains individual channel monitoring for endoscope blockage and hook-up connection. Hands-free lid operation for ease of use and decreased endoscope cross-contamination risks.
4. Description of market research conducted and results or statement why it was not conducted:
Market research did not reveal any SDVOSB similarly located with the Large Business OEM. Due to the NMR Rule the requirement cannot be set aside for SDVOSB. The VA Rule of two is not expected to be met. As a 100% small business set aside, the NMR Rule does not apply to this requirement.
