Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Jesse Brown VA Medical Center, Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Software upgrade from AxioVision to ZEN on the Zeiss Observer Z1 microscope along with a Win10 PC and a ZEN-supported camera. Estimated Amount $19296.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This product Software upgrade is required to make the microscope functional. The ZEN Pro 3.10 software will expand the capabilities of the existing Axio Observer.Z1 microscope, bringing both new functionality and an increased level of support to the lab, including multi-channel acquisition, z-stacking, autofocus capability, timelapse imaging, plus basic analysis and measurements, and more. Other microscopes in the lab are already run by ZEN Pro imaging software, so this upgrade will also help to standardize the Lab’s imaging protocols. Allowing image file typing remains consistent, settings can be replicated exactly, and hardware (i.e. objectives, cameras, etc) can be shared between the microscopes.

4. Description of market research conducted and results or statement why it was not conducted: The rule of two could not be met. Items need to be purchased from the Original Manufacturer for already owned equipment.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
