For Over Micro-Purchase Threshold but Not Exceeding the SAT

1. Contracting Activity: Department of Veterans Affairs, Veterans Health

Administration, Regional Procurement Office East, Network Contracting Office (NCO) 08 in support of Bay Pines VA Healthcare System at 10000 Bay Pines Blvd., Bay Pines, FL 33744.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a service contract for preventative maintenance, corrective maintenance and technical support of the MEDICOR Imaging Picture Archiving and Communication Systems (MiPACS) used in Bay Pines VA Healthcare System Dental Departments. This service agreement will include fifty-five (55) MiPACS Dental Viewers sending to one (1) MiPACS Storage Server. A full service contract, including remote and onsite support, is required for a base period of 12 months and four (4) option periods of 12 months each, at a total estimated procurement value of

Period of Performance:

Base Year: March 21, 2026 – March 20, 2027 Option Year 1: March 21, 2027 – March 20, 2028 Option Year 2: March 21, 2028 – March 20, 2029 Option Year 3: March 21, 2029 – March 20, 2030 Option Year 4: March 21, 2030 – March 20, 2031

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: MiPACS is a specialized dental imaging software system, and all updates, patches, and technical support require access to proprietary source code and licensing rights held exclusively to Apryse. MiPACS was originally developed using LEADTOOLS technology from LEAD Technologies, Inc. In 2024, Apryse Software Corporation acquired LEAD Technologies and its associated imaging solutions, which included the MiPACS product line. As a result, Medicor Imaging now operates under Apryse’s corporate umbrella, and Apryse holds the intellectual property rights and licensing authority for MiPACS. 4. Description of market research conducted and results or statement why it was not conducted:

Market research efforts include queries on Federal Procurement Data System (FPDS), ADDSUP, SEWP and System for Award Management (SAM), leading to a recent award made within the Network Contracting Office 08. The market research conducted under 36C24826P0074 was reviewed.

A query on NASA SEWP shows on their home page that “The SEWP V contracts have been extended to April 30, 2026” and that “ NASA is continuing the process of reviewing and evaluating SEWP VI proposals.” Since the need is for a base plus four

(4) one-year options, this may not present the best procurement method.

Since there previously were authorized resellers listed on SEWP, an email was sent to the software owner on 01/09/2026 to request information on any authorized service providers. According to the vendor, the actual services that are rendered are provided by Apryse alone.

Market research confirms that Apryse (Large Business) is the sole source provider for MiPACS support and maintenance. No other vendors were identified that can provide the required services under the terms of the software license agreement.

5. Contracting Officer's Certification: Purchase is approved in accordance with 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
