DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-22-AP-6214

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Veteran Health Indiana, Richard L. Roudebush VA Medical Center, Pathology & Laboratory Medicine Services has submitted VA Form 2237 #583-23-1-054-0013 in the amount of $197,559.09.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Veteran Health Indiana, Richard L. Roudebush VA Medical Center requires scheduled, unscheduled, and STAT courier services to transport and deliver laboratory specimens, supplies, and pharmaceutical medications and/or supplies for Veterans and between Indiana facilities. The current contract is set to expire on 9/30/2022. This action will be awarded as a new firm fixed price six (6) mo. Bridge until a new Long Term Contract can be put in place.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an urgent and compelling requirement, Federal Operations Group, Inc., is the only contractor equipped and available to provide the level of services needed starting 10/03/2022. Federal Operations Group, Inc., can start work immediately to prevent a possible shut down of the courier service. A shut down would result in all patients being outsourced to other facilities. Federal Operations Group, Inc., is a small SDVOSB business and has all of the resources needed to complete the requirements and can start immediately to prevent a lapse in Courier Services. 4. Description of market research conducted and results or statement why it was not conducted: Federal Operations Group, Inc.,is a SDVOB business and was contacted to provide a quote for their services. An Internet search was conducted on the following databasis: VIP, SBA DSBS, and FPDS in an effort to identify any other contractors that are capable of providing these services immediately to avoid a lapse in services; the search returned zero (0) results due to not being able to meet the period of performance dates. The results indicated that the price from Federal Operations Group, Inc., is able to meet the timeframes required by the Statement of Work to avoid a lapse in service. This will be awarded to Federal Operations Group, Inc., IWA FAR 13.106-1(b)(1)(i). Urgency.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
