Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241‐20‐AP‐2657

1. Contracting Activity: Department of Veterans Affairs, VISN 01, MANCHESTER VA Medical Center, 718 SMYTH ROAD, MANCHESTER, NH 03104. FUNDING DOCUMENT ID # 608‐20‐4‐7289‐0030.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The development and implementation of the Zero Suicide program at the Manchester VA Medical Center. This is a firm fixed‐price contract for one year and the estimated cost is $160,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Manchester VAMC was selected by VA's Office of Mental Health and Suicide Prevention to implement the Zero Suicide framework. This framework is defined by a commitment to suicide prevention in health and behavioral health care systems.

The VA Office of Mental Health and Suicide Prevention created a joint partnership with the Zero Suicide Institute (ZSI) at the non‐profit Education Development Center (EDC) for their expertise, customized consultation, and training for health care and behavioral health care systems and providers, state agencies, health plans.

For the past 1.5 years, the Designing for Zero implementation team, led by the Suicide Prevention Coordinators, has been actively collaborating with senior clinical and administrative medical center leadership to align with the medical center’s High Reliability Organization (HRO) efforts, and integrate Designing for Zero throughout service lines across the medical center, to augment existing clinical guidelines and practices.

4. Description of market research conducted and results or statement why it was not conducted:

A search was conducted of the VIP database under the NAICS 611430 and PSC R410. Two SDVOSB results were returned. Follow‐up into the SDVOSB capabilities found that neither vendors were able to perform the required suicide prevention program development services:

Level C Tactical “specializes in Law Enforcement / Military Tactical Operations … quality training with the awareness, education and responsibility necessary for effective protection.”

enDevelopment “is a results‐oriented management strategy, information technology consulting, and solution delivery firm … including Management Consulting, Technology and Information Services, and Elevator Maintenance and Repair.”

A search was also conducted of the SBA DSBS under the aforementioned NAICS and utilizing the keywords of “Veteran suicide program”. Three results were returned and on further investigation

STAX Solutions is focused on Veteran‐specific services which are “medical devices for diabetic patients and medical technology, peer‐to‐peer counseling to our military veterans (and their spouses) who have endured physical and mental wounds in service to our country.” However, these are not services involved in the development of suicide prevention programs.

Lenard, Catherine dba Catherine Divine Riches Project targets Veterans to provide “personal development program that empowers individuals to move beyond change, stress, and fears that hold them back while discovering how to create positive life change.” There is nothing in the vendor’s capabilities statement which indicate they are capable of dealing with suicide prevention or developing such programs.

Grief Recovery Institute provides a “therapeutic action based program, The Grief Recovery Method, to identify and recover from a grief or loss event.” Though capable of providing mental health services, the vendor is not capable of developing such a program.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
