DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C248-23-AP-0379
1. Contracting Activity: Department of Veterans Affairs, VISN 08, 573 Medical Center 2237 #: 573-23-1-3023-0009. Estimated Cost: $64,430.00
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This emergency procurement is for Alarm Testing Services at Malcolm Randall VAMC. The VA currently does not have an annual fire alarm test on the system, as required by NFPA, and in immediate jeopardy of losing its accreditation. This test must be started by 04 November 2022 to meet the testing window outlined by NFPA.
The VA intends to award a Sole Source Contract to Security and Fire Electronics, Inc (SAFE). This will be a Firm-Fixed Price award.
The anticipated performance period is 04 November 2022 – 05 December 2022.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: There is an urgent and compelling need to test the alarms as soon as possible. The system testing includes the Main Bldg, CLC, Bed Tower, T-3 & T-6, Fisher House, Freedom, Liberty, and Independent Garages. In addition, SAFE has performed similar services on three(3) buildings under contract # 36C24821P1438. SAFE is green in FedData, registered in SAM, and can begin the service upon notification.
4. Description of market research conducted and results or statement why it was not conducted:
No market research was performed due to this requirement's urgent and compelling nature. A verbal Notice to Proceed was issued on 10/26/22 to begin the emergency service.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
