2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: This requirement is to replace/upgrade the current Sun Nuclear hardware/software with the SunCheck Machine Enterprise Management Package for Radiation Oncology. Sun Nuclear is a long-established provider and its products are extensively used by Radiation Oncology departments around the US, as well as globally. This medical equipment is a necessity for linear accelerator daily, weekly, and annual output checks. Equipment will be replacing existing equipment EE126608 with an expiration date of April 13, 2024.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
SunNuclear’s SunCheck Machine replacement and upgrade will provide complete machine quality assurance (QA), with direct connect to collect data and automated image analysis.
The updated technology ensures safety/quality of equipment, impacts efficiency, and follows ASTROs APEx (VHA Directive 1156 Accreditation of VHA Radiation Oncology Services) accreditation compliance.
4. Description of market research conducted and results or statement why it was not conducted:
This procurement request is for a replacement and upgrade of the current Sun Nuclear hardware/software being used in the department. Daily output checks and annual QA tasks measurements are currently being completed using equipment that is over 10 years old (Replacement Date: 4/13/2024)
5. Additionally, the acquisition is a limited source acquisition due to the proprietary nature of the system being owned and managed solely by the identified contractor. Due to urgency, time constraints, and exclusive proprietary licensing agreements of software / technology, circumstances of contract action deem only one source reasonably available, and no other supplies or services will meet agency need. Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
