Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-23-AP-5010

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 01, located at; 950 Campbell Ave. West Haven, CT 06516, in support of VISN 01 VA Health Care System at 950 Campbell Ave.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: BX43 Manual System Microscope used for pathology research and laboratory work. The modular BX43 microscope enables you to choose between cost-efficient and advanced configurations, depending on your needs. Modular components, such as ergonomic observation tubes and stages, make it simple to customize your microscope to your application.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requested equipment and software from Evident Scientific Inc. will allow dermatologists the ability to read skin biopsies on glass slides and provide teaching to residents. This change will ensure timely reporting of all cardiac studies daily and minimize risk to patients. The modular BX43 microscope enables to choose between cost-efficient and advanced configurations, depending on the needs of the dermatologist. Modular options enable different observation styles like brightfield, darkfield, polarization, phase contrast, and fluorescence. Other modular components, such as ergonomic observation tubes and stages, make it simple to customize the microscope to the application. True Color LED illumination, allow to clearly view the colors important to the application.

4. Description of market research conducted and results or statement why it was not conducted:

Sent email to OEM to ask for a list of authorized distributors. OEM stated they do not have any authorized resellers. The OEM provided a sole source letter stating such.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
