Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 23, Minneapolis Medical Center, Facilities, purchase request number 618-24-4-155-0068

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

EMERGENCY air ambulance services for a patient from the Minneapolis VAMC to the Pittsburg VA.

$27,562.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The service line contacted multiple vendors when the current contractor, Air Med International, was unavailable for this emergency service. Inflight Services was the only available contractor who could provide these emergency services immediately.

4. Description of market research conducted and results or statement why it was not conducted:

Due to the emergency nature of this requirement, minimal market research was conducted.

Multiple vendors were contacted, but only Inflight Services was available to immediately perform the emergency service. The Rule of Two is not met.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
