Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-21-AP-4798

1. Contracting Activity: Department of Veterans Affairs, NCO 06, Hampton VA Medical Center, 100 Emancipation Dr, Hampton, VA 23667 Purchase Request No. 659-21-4-036-0330 for W.G Hefner Salisbury VA Medical Center.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Salisbury VAMC is requesting interior and exterior signage due to new construction and renovation of Building 11. These signs will need to match the Salisbury VA Signage Standard. The signs will include room ID, life safety , and exterior building identification. There is currently an interior and exterior signage standard throughout the Salisbury VAMC campus. The total estimated cost is $66,879.03.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per the VA Signage Design Guide, the Medical Center has implemented a component system that requires a commitment to a specific manufacturer’s system. The guide states, “Once a component system from a manufacturer is selected, it should become the standard for the facility.” Using the same system will safeguard the VA Salisbury sign standard providing the identical signage components (aluminum extrusions, sign software, insert stock, sign panels, colors, mounting hardware, etc.) allowing the facility to maintain one set of supplies and equipment for updates. In addition, the software solution that the VA uses is unique to the brand name and allows for easy in- house updates to their signage. Creative Sign Services is the required manufacturer to maintain the sign standard and modify existing components, this brand name is exclusive for aluminum extrusions, sign software, insert stock, sign panels, colors, pockets, and mounting hardware. The component-based sign system, software and specialty products SecureSpec (mental health signage) and CareTabs (inpatient signage) are also unique to the manufacturer, Creative Sign Services.

In addition, the in-depth, experience and knowledge that this contractor has gained performing the numerous traffic studies, staff / patient meetings, wayfinding analysis, and policy / procedure review is not available from other contractors without duplicating efforts achieved by the VA and vendor. This in-depth facility knowledge is required to complete the wayfinding and programming of the current needs quickly and efficiently. It will allow the VA to continue the same wayfinding scheme, directional tactics, graphics and signage components to provide a cohesive and consistent signage system throughout the campus to easily guide patients throughout the facility reducing stresses on both patients and staff.

Maintaining the approved sign standard with options to retrofit the component-based system vs.

full replacement for updates and additions will result in substantial government cost savings.

Furthermore, additional non-price factors including adherence to environmental initiatives, ensuring a cohesive wayfinding system for Veterans, a reduced project timeline and lower facility impact will be achieved.

4. Description of market research conducted and results or statement why it was not conducted:

Even though multiple vendors were found, only one (1) Creative Sign Service (SB) have the capability to provide an exact match to what is being requested.

Creative Sign Service the manufacturer and has a GSA Contract, 47QSMA20D08NH.

Emailed the OEM for authorized vendors and they have one(1) authorized SDVOSB distributor, SDV Office Systems, with a “No Compete” Agreement.

Correspondence with the SBA has indicated that there is a four (4) week backlog with waiver requests. Due to the need date of the requirement, the CO has determined that an individual waiver request is not in the best interest of the government. The CO is electing to award directly to the

SDVOSB.
