About this file

This is a Single Source Justification document for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT), issued by the Department of Veterans Affairs. The procurement involves acquiring five specialized medical laboratory slide printers: two SlideMate AS On-Demand Slide Printers for Togus VA Medical Center and three SlideMate Pro Thermal Transfer Microscope Slide Printers for Providence VA Medical Center, all manufactured exclusively by Epredia.

The justification emphasizes the unique characteristics of these printers, which are specifically designed for pathology laboratories to enable direct printing onto glass slides with specialized inks and coatings, integrating with digital pathology scanners and workflow software. Providence VAMC currently uses four of these printers and requires three additional units to support multi-facility grossing load, with standardization cited as critical to maintaining workflow consistency and preventing potential patient safety issues. The procurement is funded through two funding codes (402-25-2-100-0037 and 650-25-2-7821-0059) and is valued under the $250,000 Simplified Acquisition Threshold.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. The Contracting Activity is looking to acquire (2) SlideMate AS On Demand Slide Printers for Togus VAMC and (3) SlideMate Pro Thermal Transfer Microscopes Slide Printers for Providence VAMC . The SlideMate AS On Demand Slide Printers are compact, efficient, and high quality slide printers designed for on demand printing of slides in laboratories. The Epredia SlideMate AS system is an automated slide printer designed specifically for pathology laboratories to integrate with digital pathology scanners and workflow software. It allows fast printing directly onto glass slides with specialized inks and coating for tissue specimen adhesion and staining compatibility. The system includes proprietary components like printhead, cartridges, coatings slides, and software designed solely for this slide printing application. No other manufacturer makes an equivalent product that meets these specialized needs. Direct printing onto final slides improves efficiency, traceability and accuracy compared to manually labeled slide workflows.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Department of Veterans Affairs Medical Center in Augusta, Maine is seeking to purchase 2 on demand slide printing system for use in its pathology lab. The goal is to implement an integrated system that allows for easy scanning of specimen slides and direct printing of slides needed for diagnosis, eliminating the need for manually writing or labeling slides. This is a unique system designed specifically for on demand slide printing workflow in histology labs. Market research shows that the Epredia SlideMate AS system meets the specialized needs for on demand slide printing. The Epredia SlideMate AS slide printer is deemed the only product capable of meeting the requirements at Togus VAMC. The slidemate pro is currently being used by the Providence VAMC histology technicians to complete slide printing tasks. Providence VAMC has been tasked to assist in other VISN facilities' grossing load, which requires the procurement of 3 additional slide printers to create the templates necessary for multi facility support. The slidemate pro is standardized by the Providence VAMC. There are four currently in use at Providence. To ensure consistency across all technologists and facilities, we require the same model slide printer to prevent any inefficiencies in workflow, and prevent any patient safety events from occurring.
