Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, VISN 1, West Haven VA Medical Center, 950 Campbell Avenue, West Haven, CT 06516‐2770. Funding 689‐23‐3‐7821‐0121.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. The Contracting Activity is seeking delivery, implementation, manuals and training for (6) Medtronic Valleylab FT10 Energy Platform (Model No. VLFT10GEN) and (6) Cart FT10 (Model No. VLFTCRT). This platform is manufactured by OEM LB Medtronic dba Covidien Sales, LLC, (UEI: NJCGNFB43XK1) 15 HAMPSHIRE ST, MANSFIELD, MA 02048. The Medtronic Covidien Valleylab FT10 energy platform delivers precise amounts of energy with improved performance for faster sealing and cutting times. The Valleylab energy portfolio’s best‐in‐ class advanced energy and electrosurgery devices are all powered by smart generators that manage energy delivery with precision‐enabling algorithms. The technology progress created with the Valleylab FT10 energy platform improves all surgical applications for the entire portfolio.The Contracting Activity is Estimated Amount ____________.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: West Haven VA Medical Center’s Operating Room’s existing electrosurgical units need to be replaced as it has exceeded its life expectancy, they have been discontinued by the vendor, each technological advancement, previous models become obsolete. As a high reliability organization, West Haven VAMC must keep up with new and advanced technology. The Valleylab FT10 Energy platform improves upon the electrosurgical performance available in the Valleylab Force FX generator.The replacement of the ForceTriad energy platform is a completely integrated ESU generator for open and laparoscopic electrosurgical procedures. The Valleylab FT10 Energy Platform is a high frequency electrosurgical generator, featuring a state‐of‐the‐art portfolio of the top energy‐based devices in the industry. It features smart technology that reads tissue composition in real time and is designed to guarantee precision. With faster sealing and cutting times, the Valleylab FT10 allows surgeons to move through procedures more efficiently. Seals vessels in one to four seconds, consistently responds to changes in tissue — at a speed of 434,000 times per second.
Recognizes the type of instrument used and automatically configures energy output for consistent results.This item is peculiar to one manufacturer, OEM LB Medtronic dba Covidien Sales, LLC.
4. Description of market research conducted and results or statement why it was not conducted:
The Contracting Activity conducted its first search on SBA DSBS using NAICS 334510 along with keyword “Covidien” which yeilded 1 profile, SDVOSB Marathon Medical, who is authorized to provide this platform. GSA search using keyword “ Covidien” yeilded dozens of scheduled contracts, however only one of which is authorized to provide, SDVOSB Marathon Medical. FPDS search using

Last Updated: 02/01/22 Page 2 of 2 product name “ Valleylab FT10 Energy” yeilded 2 contract actions matching that criteria, both for the same exact quipment to Togust VA and Boston’s VA Healthcare System, both purchases were through one of the three authorized SDVOSB’s (VHSS and Beacon Point Associates) for this equipment. NAC search using catalog number “ VLFT10GEN” yeilded 1 record for the exact product being purchased through the OEM Covidien Sales, LLC who is a large business under FSS contract number 36F79721D0175, however this will be an SDVOSB set‐aside due to the rule of two being met. VetCert search using NAICS 334510, yeilded 299 results which were rather broad, none listed were authorized distributors for this platform. Last search was on VetBiz using NAICS 334510 along with keyword “Covidien” which yeilded 0 organizations. OEM LB Covidien Sales, LLC (previously known as Medtronic) states there are only 3 SDVOSB distributors able to provide this equipment, Beacon Point Associates, Marathon Medical, and Veteran’s Healthcare Supply Solutions.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
