2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. The Contracting Activity intends to purchase (5) 225 Ritter Barrier‐ Free Exam Tables and (5) Upholstery Tops manufactured by OEM LB Midmark Corporation (UEI Q5Q1KENP3MN1) 60 VISTA DRIVE, VERSAILES, OH 45380, for Maine VA Healthcare System’s Bangor Clinic. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The number of elderly and obese in the US is steadily growing, and 2 in 5 adults aged 65 years and older have a disability. Assisting patients with mobility limitations on to exam chairs has become a frequently performed task. The Midmark Ritter Barrier‐Free Power Exam Table – Series 225 is a cost‐effective medical device designed to provide optimal comfort for patients and full functionality for doctors or physical therapist. Due to the complexity and the high profiles use of this equipment throughout VA Maine, these Midmark exam tables are the only brand that can provide the services we need. Ritter Barrier‐Free Examination Chairs by Midmark adjust in height from 18‐37 inches, improving accessibility to the exam chair and reducing the likelihood of staff injury. In a recent study, caregivers reported dramatically less perceived physical exertion when using a height‐adjustable exam chair versus a fixed‐height table. In fact, results showed an actual 95% to 98% reduction in perceived physical exertion.

4. Description of market research conducted and results or statement why it was not conducted: The Contracting Activity conducted its first search on VetCert using NAICS 339113 which yeilded 847 broad results. Vetbiz search using NAICS 339113 along with keyword “Midmark” yielded 0 oranizations. GSA search using under manufacturer Midmark Corporation generated 4 schedule contractors (including the OEM), all of which are authorized by OEM Midmark to provide these examination chairs. FPDS search using keyword “Ritter” under Contracting Office 1 produced 19 contract actions matching the description, 4 of which were for past contracts to Togus for similar Rtitter equipment. NAC search using keyword “Ritter 225” returned 3 records, only one of which is the particular item being requested (225‐002) under FSS Contract 36F79720D0127 through one of Midmark’s authorized distributors SDVOSB Sustainment Technologies, LLC. SBA DSBS search using NAICS 339113 along with keyword “Midmark” yeiled 1 profile, SDVOSB Sustainment Technologies, LLC who is authorized to provide. Since this procurement is over $25,000 and there are more than 2 SDVOSB’s that can provide I proceeded to set this procurement aside to SDVOSB per FAR 5.203. On 08/07/2023 I published a combined synopsis solicitation 36C24123Q0977 set‐aside to SDVOSB with a closing date of 08/11/2023 in order to allow the authorized SDVOSB distributors compete amongst each other. 36C24123Q0977
