Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 08, North Florida/ South Georgia VA

Medical Center, Malcom Randall VA Medical Center in Gainesville, Florida. 2237 # 573-23-2-3023-

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This emergency procurement will be a new award at a Firm Fixed Price for load banking of the emergency generator services Malcom Randall North Florida/South Georgia Veterans Health System. The VA intends to award a Sole Source contract to RJY Group LLC, a Service-Disabled Veteran Owned Small Business. They are registered in SAM and Green in Fed Data. Contractor was given a Verbal Notice to Proceed on 03/09/2023 to begin the emergency services.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This authority allows sole source awards for essential equipment repairs needed to preclude impairment of healthcare delivery capabilities or mission performance, based on 41 USC §3304(a)(2).

To maintain compliance with the Joint Commission on Accreditation of Health Care Organizations (JCACHO) requirement, the hospitals complete inventory of emergency generators require load banking service during March and April. The hospital is currently without a service contract for the required services, and in risk of losing the safety certifications on its fourteen emergency generators. The RJY Group LLC, a SDVOSB will utilize Ring Power the local Caterpillar Generator representative to complete the load bank services.

4. Description of market research conducted and results or statement why it was not conducted:

No market research was performed due to this requirement's urgent and compelling nature. A verbal Notice to Proceed was issued on 03/09/23 to begin the emergency service.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
