Justification and Approval
For
Other Than Full and Open Competition
1. Contracting Activity: VISN 7, Atlanta VAHCS QGenda
2. Nature and/or Description of the Action Being Processed: Atlanta VAHCS has a need for a comprehensive internet-based scheduling system, and licensing on an ongoing basis that will serve the 24/7/365 requirements of staff personnel in the Emergency Medicine Service and other service lines at the Atlanta VAHCS.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The internet-based solution must be able to integrate with Vocera and will provide access for licenses that will allow online accommodation of diverse scheduling input rules and guidelines to create specific manual and automated schedules, customizable views, online requests, shift trades, and reporting of work summaries and productivity when desired. Schedule will include but not limited to Emergency Department shifts coverage for days, evenings, nights, weekends and call. The monthly schedule shall be easy to read, comprehensive, and accurate.
Supply: N/A (internet-based software only)
Quantity: On-Call (310 Beds) and Schedule Automation (100 Users) for (1 base year with 4 optional years)

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Atlanta VAHCS utilizes the Vocera

Mobile Secure communication system to communicate throughout the Medical Center and CBOC.
Through a partnership with Vocera, Qgenda is the only scheduling system that is able to integrate with Atlanta VAHCS to established communication system. Additionally, most University Affiliates already utilize the QGenda system, having the same system would increase efficiency and minimize errors caused by multiple system. Lastly, Qgenda has an Authority to Operate (ATO) with Veterans Affairs.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Market research indicates that other scheduling software systems are available, but none provide the integration with Vocera and the University Affiliates. GMP is the sole distributor of QGenda products and services through GMP's GSA IT 70 contract # GS-35f-0858n.
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:
Based on market research and independent cost estimate, the contract price is anticipated to be fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Market research validates that QGenda is the only scheduling system that is able to provide an internet-based solution while integrating with Vocera.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
Vendor has proprietary rights over its product.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
Service and user will continue to research marketplace for any future competitors of this vendor in the market.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
