Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 09, MEMPHIS Medical Center

2237: 614‐23‐1‐069‐0009

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: New requirement for Alaris CareFusion annual preventive maintenance and software support on the Becton Dickinson/Alaris server and VM. Estimated aggregate of a base year and three option years $204,960.00.

Base year: 10/01/2022 – 9/30/2023 cost $51,240.00 Option year 1: 10/01/2023 – 9/30/2024 cost $51,240.00 Option year 2: 10/01/2024 – 9/30/2025 cost $51,240.00 Option year 3: 10/01/2025 – 9/30/2026 cost $51,240.00

Total cost: $204,960.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: CareFusion Solutions, LLC is the exclusive manufacturer of Alaris® products and software including Guardrails® Point‐of‐Care Software, Alaris® Pump Module, Alaris® Syringe Module, Alaris® PCA Module and Next Generation Alaris® PC Unit. As the OEM of the equipment and software, CareFusion does not authorize third party vendors to provide maintenance or software support on this highly complex equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was limited to a search of VIP and GSA sites and several SDVOSB/VOSB’s were identified under NAICS 811219 keyword “Infusion Pumps”. However, the equipment and software are proprietary and so no further research was conducted.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
