Acquisition Plan Action ID: 36C244-23-AP-3176

1. Contracting Activity: Department of Veterans Affairs, VISN 04, 595 Lebanon VA Medical

Center 1700 South Lincoln Ave, Lebabon PA 17042.

2. Description of Action: The Lebanon VA Medical Center (LVAMC) Medicine Care Line Service has a brand name requirement for an E-Ride Industries EXV4 AC Drive Electric Vehicle and accessories. The vehicle will transport the emergency medical response team to different areas of the facility. The most important focus of this vehicle is quick response time/arrival of the RRT to render emergent aid. The vehicle will be enclosed including a compartment to hold an emergency response bag and oxygen cylinder and shelter for staff to be utilized in all weather conditions.

3. Description of Supplies or Services:

The Lebanon VA Medical Center (LVAMC) Medicine Care Line Service has a brand name requirement for an E-Ride Industries EXV4 AC Drive Electric Vehicle and accessories. The current RRT vehicle is completely open to the environment. In the event of inclement weather changing into wet/cold weather gear increases vital response time. The vehicle will transport the emergency medical response team to different areas of the facility and will improve staff safety and speed of response. The most important focus of this vehicle is quick response time/arrival of the RRT to render emergent aid. The vehicle will be enclosed including a compartment to hold an emergency response bag and oxygen cylinder as well as shelter for staff to be utilized in all weather conditions.

The vehicle requirements include the following salient characteristics:

• EXV4 AC Drive Electric Vehicle

• Quad Cab Enclosure

• Standard Inlet for lithium equipped vehicles

• Flat Bumper Kit

• Front License Plate Kit

• 15in Steel Wheels

• Rear Picture Window

• Wiper Arm Kit w/o Washer

• 100 AH Lithium-Ion Battery System w/3.3 KW Charge

• Air Conditioning for EXV4 (3.3KW charger only)

• Back-Up Alarm

• Red Color

• Roof top strobe blue light

• Siren

Additionally the Lebabon VAMC currently utilizes the E-Ride Industries brand electric shuttles.

We have 15 E-Ride vehicles already in fleet. We also have 5 level 2 charging ports for E-rides, with 6 more currently being installed. We have 15 level 1 charging ports already installed at various locations through out the facility. These charging ports are brand specific and installing new charging ports for a different brand vehicle will add additional cost to the government.

4. Authority:

Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:

An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);

Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

(FAR 8.405-6(a)(1)(i)(B));

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or

Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).

• Rationale/explanation to support cited authority: The vehicle we require is enclosed including a compartment to put in an emergency response bag and an oxygen cylinder.

It will provider shelter for the staff and can be used in all weather conditions. Vans are absolutely unacceptable for our use. This vehicle will always be outside so we need an enclosed cab for equipment. We also require air conditioning this vehicle will be used in all seasons and the responding staff are nurses and doctors who work in the hospital so after the emergency they need to return to work without having to change their clothes. The vehicle needs to have a heater that runs automatically to keep an acceptable ambient temperature for the reasons note above. We need a backup alarm and the vehicle must be either Red or Blue in color for safety. It also needs to have emergency lighting.

5. BRAND NAME ONLY : This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e-Buy, as required by FAR 8.405-1(e).

6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
