Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C256-23-AP-4763

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Activity 16 (NCO16) on behalf of Southeast Louisiana Veteran Health Care System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119.

1.1. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Southeast Louisiana Veterans Healthcare System (SLVHCS), Pathology and Laboratory Medicine Service (P&LMS), presently has a contract with EGA Associates for an on-site pathologist (current contract staff pathology). The pathologist has completed credentialing, certification, on-boarding, and training at the SLVHCS, P&LMS. To ensure there is no delay in patient care and since there is a continued need for this requirement, the SLVHCS, P&LMS is seeking a sole source contract with EGA Associates to retain the current contract staff pathologist. EGA Associates is a Service-Disabled Veteran-Owned Small Business. The SLVHCS, P&LMS requires services for an on-site Professional Laboratory Pathologist for varying up to 26 weeks. The contract Pathologist shall be subject to the quality assurance standards established by the Joint Commission and the Veterans Heath Administration and shall perform in accordance with ethical, professional, and technical standards of the healthcare industry consistent with VA policy, regulations, procedures, and protocols. The contract Pathologist shall be responsible for providing Anatomic and Clinical Pathology Services including, but not limited to Surgical Pathology, Cytopathology, Frozen sections, and participate in the on-call rotation with Staff Pathologists. The estimated amount for this contract is Funded by 2237 629- 23-4-043-0829.

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The amount of time it takes to solicit, select, on-board, and train another pathologist will cause a delay in patient care. EGA Associates is a Service-Disabled Veteran-Owned Small Business. To meet the needs of the patient workload, the SLVHCS, P&LMS is requesting a sole source contract with EGA Associates.

3. Description of market research conducted and results or statement why it was not conducted:

The Southeast Louisiana Veterans Healthcare System (SLVHCS), Pathology and Laboratory Medicine Service (P&LMS), presently has a contract with EGA Associates for an on-site pathologist. The current Pathologist has completed credentialing, certification, on-boarding, and training at the SLVHCS, P&LMS.
