Firm Fixed Price, Sole Source Purchase Order with Options to Logicare Corporation for their Discharge Instruction Software for the MPLS VA Emergency Department

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Logicare Corporation has proprietary discharge instruction software that meets the requirements of healthcare accreditation programs as well as internal VA guidelines. This software is also the only software on the market that is able to integrate with the VA patient records system, CPRS, and our ancillary medical program VISTA.
4. Description of market research conducted and results or statement why it was not conducted:
Market research shows several products:
VetBIz was searched using NAICS 511210- 458 results returned. Previous procurement activity was available and cited that Logicare Corporation was the sole manufacturer and distributor of their software. The previous procurement was awarded as a Sole Source. GSA does not have this software available. There are vendors on SEWP that claim they can provide the software, however, after contacting the manufacturer, they confirmed they cannot provide several components that are needed to implement and sustain the software needed at the MPLS VA. The manufacturer wrote documentation to certify this and is included in the contracting documents.
