About this file
This document is a Justification for Single Source Award from the Department of Veterans Affairs for an emergency procurement of a Lumenis SELECTA TRIO Laser. The procurement is for the VA Northern California Healthcare System (VISN 21) and involves obtaining proprietary parts and service for a specialized ophthalmologic laser system that has experienced an unexpected mechanical failure, causing a work stoppage. The Contracting Officer conducted limited market research across platforms like SBA.Gov, SAM.Gov, GSA eLibrary, and FPDS, consistently finding that only the original equipment manufacturer, Lumenis Be, Inc., can provide the required parts and service. The document references a previous emergency procurement (36C26125P0894) awarded on 03/25/2025, which similarly was not competitively bid due to the unique nature of the equipment.
