VHAPM Part 806.3 Other Than Full and Open Competition (OFOC) SOP Attachment 2: Request for Sole Source Justification Format >SAT that was found to meet the requirements of both OEM and patient safety requirements. Hill-Rom is the manufacturer and can provide all the tools, parts, and equipment necessary to correctly and completely perform the maintenance outlined in the safety alert. Hill-Rom has dedicated service technicians who are factory trained on the Liko lifts to perform the annual maintenance and repairs, including safety issue such as the latest CDC infection control procedures. The replacement parts they use in repairs are the same ones used to build the equipment in the factory. In addition, HillRom does not offer parts to other vendors who refurbish equipment. Hill-Rom provides specialized Liko Service certification classes designed to provide on-site individuals the ability to support the hospital lift equipment.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A Sources Sought Synopsis was posted on Contracting Opportunities, #36C24920Q0174 on 26 May 2020 and included the Statement of Work, closed on 29 May 2020, received no responses for this requirement. Similar requirements have been awarded as a Sole Source, as this equipment, its maintenance, repair, and parts are provided from a proprietary source.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
Based on the above information, the Independent Government Cost Estimate, prior acquisition history and market conditions, the anticipated cost are fair and reasonable. This Contract type is a Firm-Fixed- Price and therefore no Cost-price analysis is required.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Similar requirements have been awarded as a Sole Source, as this equipment, its maintenance, repair, and parts are provided from a proprietary source. GSA elibrary and VIP Pages database was searched and there were no results.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: Similar requirements have been awarded as a Sole Source, as this equipment, its maintenance, repair, and parts are provided from a proprietary source.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: No other sources expressed an interest in this acquisition.
11. A Statement of the Actions, if any. the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: There are no suggested actions taken or to be taken to foster competition for future acquisitions of the services being acquired.
