Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This acquisition is for the necessary EHRM upgrades at three of our CBOCs (Lewistwon, Glasgow and Glendive) as per the SOW. The contract contemplated will be a new Firm Fixed Price (FFP) construction contract with Alpha Technologies.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Based on market research conducted and the fact that Alpha Technologies Inc., has already successfully completed 2 EHRM projects at different locations through the lessors for the Helena Sleep Lab - Lease No. VA259-14-L-0098, and the Cut Bank Clinic – Lease No.
36C25919L0003 for the Ft. Harrison VA medical center. Alpha Technologies Inc., a SDVOSB, has previous experience in the rural areas of Montana is capble of completing the specialized EHRM updgrades. The projects listed in the table above are located at current Montana CBOCs and have already been unsuccessfully processed through Leasing with the lessors unable to perform the work.
Due to the time constraints for this requirement, it is in the best interest of the government to move forward wth a contractor with known performance.

4. Description of market research conducted and results or statement why it was not conducted:
Market Research for this requirement was performed using both VetBiz and SBA searches under a general construction NAICS of 236220, for the State of Montana which returned 6 SDVSOBs.
However, these SDVSOBs would be subcontracting other firms driving the cost higher than that of Alpha Technologies who is a self-performing SDVOSB. The SBA Dynamic small business search returned 0 results. Additionally, the Federal Procurement Data System was searched and found multiple contracts that Alpha Technologies Inc. has completed which are similar in scope, and size to the current requirement. Similarly, Alpha Technologies Inc., has already successfully completed 2 EHRM projects at different locations through the lessors for the Helena Sleep Lab - -
, and the Cut Bank Clinic – Lease No. 3 for the Ft. Harrison VA Medical Center. A search of www.contractdirectory.gov for existing vehicles that could be utilized by the VHA for this requirement returned 0 results.
The recommended vendor Alpha Technologies, Inc. which is also an SDVSOB has already completed two EHRM projects in Montana for leased buildings. They are a qualified company with the necessary OIT experience and ability to complete these projects at our isolated locations. Alpha Technologies, Inc. is very familiar w/ the EHRM requirements and have full understanding of the scope of work.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
