SIMPLIFIED ACQUISITION SOLE SOURCE JUSTIFICATION AND APPROVAL
UNDER FAR SUBPART 13.5
Acquisition Plan Action ID:
1. Identification of the agency and the contracting activity.
This Sole Source Justification and Approval is executed by the Strategic Acquisition Center, Frederick (SAC-F), on behalf of the Department of Veterans Affairs (VA), Office of Healthcare Innovation and Learning (OHIL), Office of Advanced Manufacturing (OAM), VA Ventures.
2. Nature and/or description of the action being approved
This activity proposes to negotiate a non-competitive (sole-source) Firm-Fixed-Price (FFP) award with VJ Technologies, a Small Minority-Owned Business, for the purchase, installation, and maintenance of an Industrial CT scanner.

This acquisition is for delivery and installation of a new Industrial CT Scanner with support maintenance plans
This contract will cover the hardware, software, licenses, shipping and installation costs for an Industrial CT Scanner with option years for preventative and corrective maintenance as well as an option to purchase an additional unit in a later Fiscal Year to be shipped to another VA facility.
4. An identification of the statutory authority permitting other than full and open competition.
The statutory authority permitting the use of noncompetitive procedures is 41 U.S. Code § 1901(a)(2), as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501

7. Determination of Best Value:
No award shall be made until the Contracting Officer determines the cost to the Government to be fair and reasonable. This determination will be based on a comparison of current contract pricing, past proposal submissions, and an Independent Government Cost Estimate (IGCE).

Market research was conducted and VJ Technologies has been determined to be a responsible source with respect to performance. The VIP database was checked for SDVOSBs and VOSBs. No supplier was found for Industrial CT Scanning units that
