Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-1530

1. Contracting Activity: The Department of Veterans Affairs, Network Contracting Office (NCO) 6, 100

Emancipation Dr, Hampton, VA 23667 proposes to enter into a contract on the basis of other than full and open competition for the Salisbury VA Medical Center, 1601 Brenner Ave., Salisbury, NC 28144. Purchase Request 2237 Number 659-24-1-048-0068.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Salisbury VAMC’s Educational Team requires the SimCapture Simulation Equipment System that is supported by SimCapture software. The camera system includes five cameras that have pan, tilt, and zoom functions. These cameras allow medical staff to utilize the Sim Capture Software and to record and playback simulations. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The simulation equipment is only compatible with the software utilized at the facility. These systems are designed so that both the participants in the simulated learning activity and learners not taking part in the scenario can be debriefed on successful actions and potential errors after each module is completed. These software playbacks are an important aspect of clinical simulation because they allow a single learner to be engaged during a high-fidelity simulation. The simulation system at the facility already has the wiring and ports installed making the installation seamless. The simulation cameras are the only cameras supported with SimCapture software for full functionality. If a different brand of camera was to be purchased, the playback option would not work and the manufacturer of the simulation software would not configure the system to work with them.

4. Description of market research conducted and results or statement why it was not conducted: Searches of VIP, VetCert, GSA, NAC, NSSL and FPDS were performed. Two vendorers were identified. This requirement will be procured as a small business set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
