Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Brand Name Only

Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The SVAMC requires Brand Name Only DePuy Synthes VAPR VUE Radiofrequency System (generator #225024 and wired foot switch # 225023). The system works by providing soft tissue ablation, contouring, cutting and hemostasis of blood vessels. The system has proprietary COOLPULSE electrode technology delivering radiofrequency energy to create a vapor pocket sooner with less energy escaping into surrounding tissue.

Estimated Amount

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. The Salisbury VAMC has standardized to this item to ensure compatibility with the existing inventory supplies that works with the VAPR Vue throughout the facility including Kernersville HCC and Charlotte HCC. As this procurement is an additional component to existing supplies, procuring a different brand of RF generator would require the purchase of all new prephrial supplies for compatibility which would be an additional cost to the Government that is not anticipated to be recoverable through competition. Continuity is paramount for patient and clinical safety. Remaining with the same brand name equipment is in the best interest of the Government.

Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in VetCert, FPDS, and eCMS, and NAC, SAC. The searches and inquiries identified the OEM, one SDVOSB, and one small business
