Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C257-24-AP-5385 - JOFOC TRACKER #: FY24-NCO17-5385
1. Contracting Activity: Department of Veterans Affairs, VISN 17, North Texas Medical Center, PR# 549-24-4-5088-1630, (Not to Exceed $17,804.57). Emergency procurement.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a request for other than full and open competition for the single source purchase of Emergency Steam Repair services in support of the VA North Texas Health Care System. This is an urgent and compelling requirement and any delays in repairs, could result in potential danger to patient care. Estimated amount for Emergency Steam Repair is $17,804.57.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an urgent requirement; any delays in repairs, could result in severe damage to VA property and is affecting patient care. The hospital is currently without hot water to Sterile processing, Emergency Room, Dialysis and 5A Tele. We are requesting these repairs be made as soon as possible to avoid total loss of hospital steam and heating abilities. Therefore, due to the urgency; requirement will be single source to local area vendor; recommend awarding to GCC Enterprises Inc, (SDVOSB), in accordance with FAR 13.106-1 (b)(1).
4. Description of market research conducted and results or statement why it was not conducted:
FAR Part 10 directs that market research be conducted on each acquisition appropriate to the circumstances. This is an urgent and compelling action that requires immediate attention. The suggested source GCC Enterprises Inc, (SDVOSB) is familiar with building infrastructure, and is ready to perform the Emergency Steam Repair services for the Dallas VA. Purchase Order# 549C40635 was executed to regain the ability to return to normal operations and avoid patient disruptions.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
