About this file
This document is a sole source justification request template for a bridge contract to provide automated chemistry testing services. The Veterans Health Administration (VHA) within the Department of Veterans Affairs (VA) requires the services to ensure uninterrupted chemistry testing for patients within VISN 04 laboratories while a long-term competitive blanket purchase agreement (BPA) is awarded. Only the incumbent Abbott is capable of supporting the existing equipment and providing necessary reagents, as changing equipment before the long-term BPA award would not allow sufficient time for installation, validation and staff training. The anticipated fair and reasonable cost is based on historical pricing under contract number XXXX and is comparable to the independent government cost estimate. A long-term competitive solution will be in place within the next few months, and future sole source awards would include further market research to encourage competition where possible.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Attachment 1: Request for Sole Source Justification Template >SAT $7.5M under FAR13.5
Effective Date: 02/01/2022 Page 2 of 3
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
VISN 4 is currently seeking to award a long-term competitive BPA for automated chemistry. Due to size and complexity of the long-term competitive BPA, a bridge contract is needed to ensure the uninterrupted continuation of chemistry testing within the laboratories. Chemistry testing is some of the most utilized testing within the healthcare system and any lapse in availability would have detrimental effects on patient care. The current BPA officially ends 06/30/23, which does not give VISN 04 enough time to bring in any new equipment. New equipment must be installed, validated and the staff trained, which can take several months. The incumbent vendor, Abbott, is the only possible solution to cover the VISN until the long-term BPA is awarded, and the new equipment is installed.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
As previously mentioned, the VISN is currently competing a long-term BPA where several vendors have expressed interest. This bridge contract is only meant to cover the facilities until the long-term BPA is awarded. At this time, there is no possibility of changing out the existing equipment in time to compete this bridge contract.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The anticipated price is considered fair and reasonable, based on historical contract pricing (put the contract number here) and in comparison, to the IGCE
8. Description of the Market Research Conducted and the Results, or a
Statement of the Reasons Market Research Was Not Conducted:
A long-term competitive contract will be put in place within the next few months.
However, should this requirement be needed again in the future, the Contracting Officer will conduct further market research and encourage competition after exclusion of sources if it is found there are other vendors who can meet the requirement.
9. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Abbott is the only vendor capable of supporting the existing equipment. There are no other vendors capable of supporting this equipment or providing the necessary reagents.
10. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The
