1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office
23, in support of Nebraska-Western Iowa Health Care System in VISN 23 at 4101 Woolworth Ave, Omaha, NE 68105
2. Description of Action: Corrective and Preventative Maintenance Service contract for three units of the GE Lunar iDXA. These DEXA Bone Densitometry units are located at Omaha, Grand Island, and Lincoln. Base plus four (4) Option Years.

3. Description of Supplies or Services:
The estimated value of the proposed action is $105,000.00 in total.
$21,000.00 per year $7,000.00 per unit per year, for a total of 3 units.
One unit each located at Omaha, Lincoln, and Grand Island.
Market Research found only multiple contracts at other VAs and other agencies – and all of those contracts were with Alpha Source.
The GE Lunar iDXA is a device that uses X-Rays to measure the density of bones. Any vendor providing service for this device needs to be certified to work on the GE Lunar iDXA. There is only one authorized source per the OEM.
4. Desription of market research conducted and results or statement why it was not conducted:
GE was able to provide an OEM letter as a reference to the proprietary nature of this service.
No other authorized source exists besides Alpha Source which is the authorized retailer of these services. An Intent to Sole Source Notice 36C26325Q0229 was posted to Sam.gov on
12/26/2024. At the closing of the Sole Source Period on 01/02/2025, one response was received, Attachment 1: Justification for Limiting Sources for Micro-Purchase Threshold up to the SAT

OEM.
Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
(FAR 8.405-6(a)(1)(i)(B));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or
Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).
5. Rationale/explanation to support cited authority: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
