Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247‐21‐AP‐2662

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Dublin VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The intent is to award a Firm‐Fixed Price IDIQ Contract from April 1,2021 to June 30, 2021 for Dublin VA Medical Center as a sole source award to Eagle Hoe Medical Corp. The IDIQ Contract will allow Prosthetics to continue services and pay monthly Home Oxygen bills using a 1358 as payment method per Financial Policy, Volume II, Chapter 6, Appendix A: VA Form 1358 Approved Uses, Section 15. The estimated cost for the contract is $150,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Only the responsible vendor currently performing the duties at the respective medical center will satisfy the agencies urgent and compelling requirement per FAR 6.302‐2. Eagle Home Medical Corp.

has the qualifications to meet the demands of set‐up and delivery of Home Oxygen Services, as well as provide education and operating instructions directly to veteran recipients on how to use home oxygen machines safely. The amount of time and resources that would be required for a new vendor to put in place a viable alternative process would create more of a backlog and not be in the best interests of the government. It would be catastrophic to veteran care without this short‐term contract to ensure continuation of these life‐sustaining services.

4. Description of market research conducted and results or statement why it was not conducted:

The market research displayed 25 SDVOSBs and 2 VOSBs using NAICS: 532283 and the state of Georgia as the specified location.

Eagle Home Medical Corp. is the current vendor providing Home Oxygen Service for Dublin VA Medical Center. Eagle Home Medical Corp. is a service‐disabled veteran owned small business with a standard size of $35,000,000 and has no exclusion. The cost continues to be fair and reasonable per cost analysis and is advantageous to the Government following the Urgent and Compelling needed for veteran beneficiaries.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
