Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 04, 595 Lebanon VA Medical Center, 1700 South Lincoln Ave, Lebanon PA, 17042. PR#: 595-24-1-455-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Lebanon VAMC has a brand name requirement to install a Top Door Alarm system in the Emergency Department with an Anti-barricade door system utilizing continuous pin and barrel hinge with bi-directional swing and emergency release door stops on one side. The Lebanon Staff is looking to have this system installed on 3 rooms and 3 separate doors. This system is used as a suicide prevention method. The Top Door Alarm System is currently used in the Behavioral Health Department as well as the other sections of the Emergency Department.
Total estimated contract value: $27,458.02
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Materials per door, should include: Electrified Full Mortise Continuous Hinge Materials per Room, should include: Top Beam only entry door kits; customers to provide and install key cylinder and core Materials per system to include 1 each- Master j box, local display/ interface panel and hallway siren Travel and training for onsite support of staff Contractor shall provide all necessary equipment, Materials, and installation for Top Door Alarm System at Lebanon VA Emergency Department on 3 doors in 3 rooms. This a brand name required product, so market research is limited as such. A search of FPDS using keyword “Top Door Alarm System” yielded 17 contracts, with at least two awarded SDVOSBs as well as the manufacture Door Control Services aka D.H. Pace Company Inc. It appears more than two SDVOSBs are capable of fulfilling this requirement.
4. Description of market research conducted and results or statement why it was not conducted:
This a brand name required product, so market research is limited as such. A search of FPDS using keyword “Top Door Alarm System” yielded 17 contracts, with at least two awarded SDVOSBs as well as the manufacture Door Control Services aka D.H. Pace Company Inc, the Top Door Alarm System.
It appears more than two SDVOSBs are capable of fulfilling this requirement as open market.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
